You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST in the Spectrum Warfare Department (WX), Platform Protection & Countermeasures Technologies Division (WXR), Countermeasures Assessment Branch (WXRP) of NAVAL SURFACE WARFARE CENTER.
The NT-05 pay band encompasses the GS-13/14.
This position is part of the Warfare Centers Personnel Demonstration Project.
Duties
You will be responsible for the administrative and technical supervision of 16 personnel (level 03, level 04 and sometimes level 05 employees).
You will be working primarily in engineering, scientific, and technical fields.
You will have managerial and decision authority for program(s) which have broad impact within the Navy and the Department of Defense.
You will make plans that affect the organization's long-range goals, objectives, and direction, and require an analytical approach in order to forecast future trends and outcomes.
You will be responsible for guiding the work through other supervisors by means of periodic reviews, briefings, reports, or observations.
You will coordinate and integrate the work of other organizational units, each of which may involve distinct areas of responsibility and require different skills, knowledge, and abilities to perform the work.
You will help to identify where corrective action is needed and provides assistance and advice to employees where problems exist or are developing.
You will be the prime contact with the sponsors of various programs under your management responsibility and provide information and advice to higher level managers when the work of the unit impacts on other groups.
You will evaluate employees, approve leave; recommend discipline, awards, promotions and other personnel actions.
You will resolve employee complaints and hear serious problems including those where disciplinary action is proposed.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Mainly sedentary work. Lift small items within office spaces (20-30 lbs) will be required.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- MSP/PPP applicants must currently hold the required security clearance.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 (GS-11/12) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing leadership or guidance to others on development of the workforce, effective execution of workload, or quality of support and services in order to ensure the effectiveness and efficiency of program or project plans and strategies. Examples of qualifying experience may include knowledge of: (1) infrared countermeasures design, development, testing and fielding; (2) ordnance safety and explosive certification program; (3) acquisition program requirements for Acquisition Categories (ACAT) programs.
