You will serve as a SUPERVISORY QUALITY ASSURANCE SPECIALIST Code 132 Division Head/HRMC QA Manager in the Contract Oversight Quality Assurance Division, Quality Assurance Department of PEARL HARBOR NSY AND IMF.
Duties
You will ensure that manpower and material costs are directly linked to program mission objectives; that expenditures remain within approved budget levels; and that positions and/or organizational structures promote efficiency and economy.
You will plan, develop, organize, evaluate, implement, and maintain a comprehensive Contract Administration Quality Assurance Program (CAQAP) to ensure compliance with contract requirements.
You will provide technical expertise on quality assurance, welding, and NDT matters for Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNS_IMF).
You will determine the status of production work assigned to PHNS_IMF for contract administration by ensuring that contractors performance effectiveness is evaluated by preparing, implementing and validating results of surveillance inspections.
You will research and implement the latest development in quality assurance methodologies by reviewing the latest technical directives.
You will develop, implement and maintain a specialized Quality Data Evaluation system to analyze and report welding, NDT, and other quality assurance actions taken by contractors and the Government

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying expertise in quality assurance principles and methods to plan, implement, and evaluate quality assurance programs to improve quality engineering and inspection methods and procedures and ensure contractors compliance with contractual requirements associated with the repair and overhaul of naval ships.
