You will serve as a QUALITY ASSURANCE SPECIALIST in the Welding Engineering and Nondestructive Test Division, Quality Assurance Department of PEARL HARBOR NSY AND IMF.

Duties

You will interpret technical work documents (TWD), task group instructions (TGI), deficiency logs (DL), deficiency reports (DR), technical requirements, shop processes/procedures and blue print drawings to accomplish NDT inspections. You will serve as the Code 138 technical expert for assigned NDT methods in Visual Dimensional (VT), Magnetic Particle (MT), Liquid Penetrant (PT), Ultrasonic (UT) Radiographic (RT), or Eddy Current (ET) quality assurance audits. You will ensure quality and technical oversight of assigned NDT inspections are accomplished by the Shipyard per NAVSEA requirements and written procedures. You will provide assurance of product conformity to technical requirements to include reporting and evaluation of discontinuities. You will ensure the accuracy of technical work documents and technical guidance as assigned within the Test Examiner Branch. You will conduct internal and external audits and surveillances of RT, UT, PT, MT, VT and ET testing methods.

  • This is a bargaining unit position.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For the GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying quality assurance methods, principles, and practices to plan and coordinate quality assurance audit or surveillance projects for identification and resolution of unsatisfactory trends or deficiencies of nondestructive test products and processes in support of the overhaul, conversion, or repair of ships or submarines, and related equipment. For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following applying quality assurance methods, principles, and practices to conduct quality assurance audits or surveillances for identification and resolution of unsatisfactory trends or deficiencies of nondestructive test products and processes in support of the overhaul, conversion, or repair of ships or submarines, and related equipment. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11:
  • Successful completion of a Ph.D. or equivalent doctoral degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position; or
  • Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position; or

  • A combination of experience and graduate education as described above that equates to one year of experience
