You will serve as a Quality Assurance Specialist in the Engineering and Assessment Division of the Quality Assurance Department ofPEARL HARBOR NSY AND IMF.
Duties
You will plan, perform and lead audits, assessment, surveillances or reviews to determine the adequacy and effectiveness of the quality management systems used by all organizations within PHNSY and IMF.
You will evaluate and assess program and organizational performance in such areas as: work planning; work execution; testing of completed work; quality of work products; materials and supply control; project work certification and records management.
You will compose technical reports and resolve controversial or sensitive situations such as disagreements in applicability and interpretation of local and NAVSEA requirements, or conflict between different requirements and instructions.
You will analyze quality data used to measure, assess and control the quality of work processes and work products in the shipyard.
You will review and evaluate work instructions, technical and quality data, work products and certification documents to ensure submarine safety certification is maintained for naval submarines.
You will lead, administer and manage various quality assurance programs such as the quality surveillance program, critique and trouble report program and quality performance system that provide the basis for quality assurance and control.
You will advise and train personnel on establishing the basis and use of acceptable quality levels, statistical techniques and analysis of quality performance data.

- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Work involves both desk and field work, long periods of walking, standing or bending while getting to different work sites both in industrial buildings and submarines and surface ships.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
Qualifications
For GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing quality assurance audits and surveillances and analyzing quality data to identify and mitigate unsatisfactory conditions or trends.
For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing quality audits and surveillances and analyzing quality data to identifying unsatisfactory conditions and recommend corrective actions.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Substitution of Education for GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position.
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position.
OR

OR
A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.
