You will serve as a MARINE PLACEMENT COORDINATOR in the CIVMAR SUPPORT GROUP (N12C) of MILITARY SEALIFT COMMAND.

Duties

You will manage all matters relating to Civil Service Mariner (CIVMAR) manpower requirements. You will support the CIVMAR Management Director and Total Force Director, by exercising overall responsibility for timely and accurate staffing of the all CIVMAR positions. You will serve as Site Manager/Supervisor and will be responsible for the management of the CSU-East (Customer Service Center-East) to include personnel selections, promotions, awards and recognition, disciplinary actions, job changes and details. You will ensure to support Marine Placement with the effective facilitating of CIVMAR ship, training and other work assignments. You will ensure lodging and transportation arrangements are in place and used effectively to support CIVMAR’s in the pool and verify Subsistence and Quarters (S and Q) authorization. You will facilitate meetings and teleconferences and monitor contractor performance as related to Statements of Work.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-12: To qualify for the MARINE PLACEMENT COORDINATOR, GS-0301-12, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing human resources rules, regulations and organizational policies, (e.g., Military Sealift Command (MSC)), EEO law and policy, and travel policies and procedures to act as the senior HR liaison for diverse and/or unique group of employees, (e.g., Civilian Mariner's (CIVMARs), including Customer Service Unit-West (CSU-West) shoreside employees); Experience adhering to current licensing and certification requirements w/regard to external partnering organizations, (e.g., Coast Guard), not to exclude performing project management principles, practices and concepts to analyze organizational occupations, (e.g., maritime, ships, and the mission), are in accordance with federal personnel laws, regulations, and procedures as they relate to marine employment matters; Experience interpreting Federal personnel laws, regulations, and procedures as they relate to marine employment matters; Experience interpreting management principles, administrative regulations, and guidelines, to include applying fact-finding to evaluate conditions concerning, employment, (e.g., CIVMAR), and coordinate those findings with others; Experience determining and issuing work assignments, establishing priorities and deadlines, adjusting workloads to meet peak workload periods; Experience utilizing oral and written communication to prepare and present ideas, findings, problems, solutions and recommendations and carry out actions regarding controversial issues. Successful completion of a Ph.D. or equivalent doctoral degree

or

Successful completion of 3 full years of progressively higher level graduate education leading to such a degree

or
