Duties

Joining the Customs and Border Protection (CBP), Office of Human Resources Management (HRM), will allow you to use your expertise in budgetary and analytical functions associated with the Pay and Non-Pay funding for HRM. This position starts at a salary of $139,395.00 (GS-14, Step 1) to $181,216.00 (GS-14, Step 10). GS Salary: Visit this link to view the locality pay tables by geographic area. In this Supervisory Budget Analyst position, you will become a key team member of Homeland Security professionals involved in providing advise on budgetary requirements and oversight for all phases of work concerning the budget and procurement cycle for HRM. Typical work assignments include: Serving as the first line supervisor for personnel responsible for executing the budget, travel charge card program, purchase card program, time and attendance, as well as contracting officer representative functions supporting HRM. Serving as an expert advisor and manager providing planning, financial and technical leadership for the execution of the Office of Human Resources Management (HRM) pay and non-pay budgets in CBP. Allocating funds to individual units based on an analysis of organization budget estimates, historical expenditures, projected workload, and approved funding. Developing policy and strategy and advises the Assistant Commissioner, Deputy Assistant Commissioner, Directorates and Directors on all matters pertaining to the budget. Recommending new or revised financial management policy as required.

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Serving as an expert budgetary resource advisor and manager, providing planning, financial and technical leadership for the execution of pay and non-pay budgets. Overseeing and administering organizational funds, to include annual funding program, allotments, allowances, obligation authorities, reimbursable, and other fund instruments. Delivering executive-level correspondence and communication, clearly and concisely, to senior leaders on issues affecting the organization- leading teams, giving advice, counsel, or instruction to employees on both work and administrative matters. Managing interpersonal conflict and resolving complaints from employees to enhance unit cohesion. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 11/22/2024. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Current and former federal employees may be required to serve or complete a probationary period.
