About the Position: This position is located with the U.S. Army Sustainment Command, 406th Army Field Support Brigade, Logistics Readiness Center, Plans and Operations Division, in Fort Belvoir, VA

Duties

Evaluate programmed distribution of available funds submitted by higher headquarters against mission and workload objectives to ensure proper balance of funds distributed to support mission requirements, fixed costs, and other support costs. Monitor fund distribution and execution, ensuring that resources are used in the most efficient manner. Analyze fund utilization of annual funding programs, quarterly allotments, and reimbursable programs. Ensure the distribution of funds received from higher headquarters is in accordance with approved programs and supports required limitations, floors, and special projects and are properly annotated on targets/ceilings. Serve as the primary user of finance management automated systems for the Logistics Readiness Center (LRC). Analyze budget data utilizing various financial systems. Maintain current listing of billing officials, alternates, cardholders, single purchase limits, and monthly limits; and conduct analysis to identify effectiveness and/or efficiency of operations for purchase card transactions. Interpret financial and budget policies, directives, and regulations received from higher headquarters; and prepare local implementing instructions. Analyze guidance/change of policy or programs received from higher headquarters to determine impact on operations; and develop and provide guidance on funding distribution and priority of LRC Director’s programs to division chiefs. Monitor and manage the Defense Travel System (DTS) for LRC employees.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is a Financial Management Level 2 Certified position which requires the incumbent to comply with requirements of this certification program within 24 months of entering the position.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Accounting, Financial Management . (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You must provide a copy of your transcripts. Specialized Experience for GS-11 grade level: One year specialized experience which includes: 1.) Providing budgetary and/or financial support to customers; 2.) Interpreting policies and/or procedures applicable to an organization's financial management operations; 3.) Preparing financial documents, reports, or metrics; and 4.) Utilizing financial systems to monitor data..This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study relating to the duties of the position, such as Financial Management or Accounting. (Note: You must provide a copy of your transcripts) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
