About the Position: This position is located with the Dept of Army, Office of the Deputy Chief of Staff, G-6 Budget & Execution Division, Fort Belvoir, VA.
Serves as Deputy Division Chief, IT Investments, Acquisition Management, & Budget Execution Division. Applies expertise to effect technical and functional strategies, responsibilities, goals, priorities, and schedules of the Division.
Duties
Support the overall management (direction, coordination, integration, and control) of HQDA CIO and HQDA G-6 resource management operations and execution.
Support the Program Objective Memorandum (POM) build, Execution Spend Plan development, Budget Review Board (BRB) process and Contract Acquisition Review Board (CARB) ensuring the best funding and acquisition decisions for the Organizations assigned.
Analyze resources to determine the effects of proposed funding levels and/or changes and recommends alternatives to ensure efficient and effective resource allocation.
Support the Division Chief to oversee the Information Technology Approval System (ITAS) as a tool to control IT procurement expenditures.
Support communication concerning contract statuses, funding, and issues.
Analyze, evaluate, and resolve issues relating to Army and organizational IT financial issues.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- May be required to travel up to 15% of the time.
- Must be able to obtain and maintain a Secret Security clearance.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- Financial Managment certification Level 3 required. Failure to obtain this certification within the required time may subject the incumbent to adverse action. See Additional Information below for details.
- One-year supervisory probationary period may be required. A one-year probationary period is required if the selectee has not previously met this requirement.
Qualifications
Term Appointment NTE - Position may be filled as a Term Appointment NTE 2 years. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years.
Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be
appointed/converted into a Term appointment with no statutory return rights back to a permanent position."

Specialized Experience: One year of specialized experience which developing courses of action to align available resources to the requirements to meet missions and to implement Information Technology Investment Accountability; preparing briefings and information papers in order to update and brief senior leaders (ex. 2/3-STAR and SES Equivalents); utilizing automated systems such as, General Fund Enterprise Business System (GFEBS) to perform and to manage funds control, funds certification and budget execution functions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
