You will serve as a MANAGEMENT & PROGRAM ANALYST in the Shop 06 Maintenance and Tooling Department of PSNS and IMF.
Duties
You will serve as the Code/Shop central point of contact for assigned programs.
You will prepare instructions, operating policies, procedures, guidelines, etc., concerning assigned programs.
You will continually gather, interpret, analyze and correlate large amounts of narrative and statistical information, note past and present standards, workload, and deviation from standards, and validate requirements.
You will recommend required changes and adjustments to assure proper and adequate accomplishment of major goals and objectives.
You will analyze, extract, summarize, and identify significant trends and issues.
You will forecast and estimate program requirements.
You will make presentations and conduct training with respect to assigned programs.
You will guide cross-functional teams to assess performance, analyze processes and systems, and plan and implement process improvements for organizational value gain.
You will direct continuous process improvement efforts to improve the Code/Shop management, business, and leadership performance.
You will develop and implement systems and methods for conducting and evaluating self-assessments, and for recommending, implementing, and integrating changes when needed.
You will develop models for analyzing management and program studies, business and leadership systems, and their effectiveness.
You will develop measurement criteria and procedures to meet the needs of assigned study.
You will collect, review, evaluate and interpret data.
You will coordinate responses to audits, inspections, violations, etc.
You will develop training materials, courses, tools, and skills required to effectively implement management, business, and leadership systems for use by a wide audience across the Command.
You will prepare reports and point papers for a variety of uses.
You will attend training sessions, meetings, and conferences.
You will network with national and local user groups to exchange information, develop training, share resources, and develop strategies.
Requirements
- Must be a US Citizen.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

- This is a bargaining unit position.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-11) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing and improving programs and projects to ensure alignment with goals, develop process improvements, training materials, and coordinate cross-functional teams for the enhancement or optimization of a naval program.
