You will serve as a Supervisory Program Analyst in the NLSC.

Duties

You will develop performance standards and evaluate employee performance. You will provide technical and administrative oversight, advise and instruction. You will interview candidates and recommend hiring, promotions and various personnel actions. You will hear and resolve employee complaints, referring serious complaints to the Director when necessary. You will identify and arrange for employee developmental and training requirements. You will provide policy guidance and advisory assistance in the development of strategies to enhance compliance in all programs.

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Planning and budgeting process, to include contracting, logistics, configuration, and data management, and with the Navy Enterprise Resource Planning (ERP) Program. 2) Advanced knowledge of Procurement Programs, Government Commercial Purchase Card (GCPC) Programs (Simplified Acquisition Threshold/Micro Purchases), and Ordering/Contracting. 3) Understanding of civilian personnel management policies regarding the civilian personnel management support programs. Working in Defense Civilian Personnel Data System (DCPDS), USA Staffing, Total Workforce Management (TWMS), HR Link, Standard Labor Data Collection, and SLDCADA. 4) Applying analytical and evaluate methods accompanied by a thorough understanding of how regulatory programs are administered in order to select and apply appropriate program evaluation and measurement techniques to ensure compliance with pertinent rules and regulations.
