You will serve as a Supervisory Program Analyst as the director of the Business Department of NAVSUP FLT LOGISTICS CNTR PUGET SOUND.
Duties
You will direct development of the annual Operation and Maintenance Navy (OMN) and Navy Working Capital Fund (NWCF) budget.
You will develop budget estimates and justifications; ensure that funds are executed per the operating budget.
You will oversee command civilian payroll processes, ensures that personnel actions affecting pay are submitted promptly and correctly, and that pay discrepancies are investigated and corrected as soon as possible after discovery.
You will assist managers in improving their operations by conducting or assisting in manpower studies.
You will serve as FLCPS Purchase Card Head of Activity (HA) for the Government-wide Commercial Purchase Card Program.

Qualifications
Your resume must have one year of specialized Supervisory Program Analyst experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector supervising and/or directing technical planning and resource management work in support of fleet logistics center operating departments that provide logistics support utilizing business analysis, financial management and customer relations. Specific work experience must demonstrate the following: 1) Applying a mastery knowledge of government and Navy budget and personnel management regulations, policies, principles, and procedures in order to serve as an expert advisor recommending, revising, and/or establishing new regulations policies and procedures for Command budgets and personnel management; 2) Oversee Command civilian payroll processes and award allocations; 3) Manage the Government Travel Charge Card and Commercial Purchase card programs utilizing problem solving techniques to facilitate process improvement; 4) Perform Human Resource Management functions and provide full support in carrying out Equal Employment Opportunity policies and procedures; and 5) Demonstrate excellent oral and written communication skills to prepare comprehensive reports to senior management, socialize new ideas and concepts and develop proposed solutions to conflicts.
