Duties
Serve as advisor to the Director, Deputy Director, and Division Chiefs on HR, training, finance, travel, automated system usage, manpower, position management, security, emergency preparedness, records management and facilities for DLA Puget Sound.
Interpret DoD/DLA policy, program documents and regulations; provide advice and guidance to the Director, Deputy Director, and Division Chiefs to resolve problems, while maintaining continuity of work and meeting the training development mission.
Direct and administer assigned programs as it relates to the operations of the organization.
Plan, develop and implement local policies and procedures governing program operations and ensure implementation.
Identify and resolve highly complex issues and problems relating to administrative and human resource policies, union interrogatives, and procedures, which frequently result in new/revised policy and/or program guidance.
Conduct studies, reviews and analysis of goals and objectives and prepares reports for presentation by and to senior leadership.
Recommend changes or improvements in work methods to increase efficiency of operations.
Produce error free correspondence, reports and briefings on various topics and data.

Qualifications
To qualify for a Supervisory Management and Program Analyst, your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Utilizing numerous automated data processing systems (i.e. AMPs, DCPDS, EAGLE, DTS, JPAS), serve as an analyst and/or advisor to management on the evaluation of the effectiveness of government programs and operations.
Identify activities responsible for providing needed logistical support.
Plan current and long range objectives and new policies and procedures for a variety of functional operational areas.
Evaluate the effectiveness of operations supervised in terms of mission accomplishment, quality and quantity standards, procedural, policy and regulatory compliance, and technical competence.
Coordinate team efforts on projects requiring cross-program development and evaluation.
Conduct studies which encompass all areas of management and statistical functions which involve supply metric review and propose solutions as applicable.
Plan for long range staffing needs by periodic review of positions and positions structures and manpower.
Demonstrated experience and proficiency in human resources.

Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
