The primary purpose of this position is to serve as a Strategic Planner and External Liaison, conducting organizational, functional, and programmatic analysis, advisement, and executive-level engagement with the Department of Defense, national, and foreign national agencies pertaining to the 2 WS mission.

Duties

Evaluates, facilitates, and conducts Continuous Process Improvement (CPI) and strategic planning alignment to improve mission and resource capacity, effectiveness, and efficiency. Reviews and evaluates organizational and process improvement. Provides complex management advice and support to the Commander, Detachment Commanders, and Senior Enlisted Leaders. Serves as a mentor for CPI methods/tools and "Green Belt" or similar certification.

  • Certification as a CPI/LSS Black Belt or ability to obtain certification within twelve months is desired.

  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.
  • The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime and/or emergency overtime.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Administrative and Management Positions for the GS-0343, Management and Program Analysis Series. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=Group-Standards This is a target position with known promotion potential to the full performance grade of GS-11. Selection can be made at any grade for which determined qualified. May be non-competitively promoted to the interim or target grade, subject to meeting eligibility/qualification requirements, at management's discretion. GS-09: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07 or equivalent in other pay systems. Examples of specialized experience includes: Utilizing principles, concepts, and theories of Continuous Process Improvement (CPI) standard practices, methods, and techniques to perform well-precedented assignments; Applying analytical techniques and evaluation criteria to the measurement of program effectiveness and/or organizational productivity; and Developing modified work methods, organizational structures, management processes, and/or program administration procedures. OR EDUCATION: Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related. (NOTE: You must submit a copy of your transcripts) OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. (NOTE: You must submit a copy of your transcripts) FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of concepts and basic principles of continuous process improvement (CPI). Skill in communicating factual and procedural information clearly, orally and in writing. Ability to learn basic analytical and evaluative methods and techniques of functional areas related to CPI; Ability to analyze problems to identify significant factors, gather pertinent data, and develop solutions. Ability to plan and organize work and consult effectively with co-workers. Skill in various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. Ability to learn the U.S. Government's security classification system, and safeguard procedures. GS-11: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09 or equivalent in other pay systems. Examples of specialized experience includes: Applying quantitative/qualitative CPI process methods and techniques to issues or studies concerning the productivity and effectiveness of programs; Adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; Planning, scheduling, conducting, and facilitating projects and studies to evaluate and recommend ways to improve the productivity of work operations; and Developing new or modified work methods, organizational structures, management processes, and/or program administration procedures. OR EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. (NOTE: You must submit a copy of your transcripts) OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Knowledge of the Department of Defense organizational structure, key people, and the protocol/etiquette standards and procedures and administrative policies/practices guiding interactions, including interactions with Congressional and foreign national and subnational organizations; Knowledge of the United States government's security classification system, and safeguard procedures. Knowledge of various office automation software programs, tools, and techniques to support and advance unit administration and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
