The primary purpose of this position is to serve as a first level supervisor and Branch Chief, responsible for conducting United States Strategic Command (USSTRATCOM) and Global Campaign Plan, contingency, and crisis-action assessments to determine the effectiveness of USSTRATCOM operations, activities, and investments.

Duties

Plans, organizes, and directs the activities of the Campaign Assessments Branch, ensuring that the branch complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents the Division and Branch with a variety of USSTRATCOM and functional area organizations. Establishes, develops, and maintains effective working relationships with other J-Dir representatives, Joint Staff, OSD, Services, other COCOMs, and Government agencies. Directs and leads the research and feasibility studies of various software and visualization techniques to research, analyze, plan, and coordinate development of innovative solutions to J7 tasking using creativity, advanced approaches, and/or new technologies. As project leader and/or committee chair, directs special studies that impact the division, directorate, command, and/or external organizations and agencies.

  • The incumbent will be required to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance as a condition of employment.
  • This position is designated by the Air Force as a testing designated position under the civilian drug testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication.
  • If requested, the incumbent must submit to urinalysis testing.
  • Incumbent may be required to take part in test alerts and exercises.
  • The incumbent may be required to be available other than during normal duty hours, to include extended shift work (12 hours), off duty hours on call, and varying duty hours.
  • The employee may be required to submit an initial and annual Financial Disclosure in accordance with Joint Ethics Regulations.
  • The employee must be able to obtain and retain a US Government official passport as a condition of employment.
  • The employee will be required to travel by commercial or military aircraft in the performance of temporary duty (TDY) assignments.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of advanced management and organizational principles and practices plus comprehensive technical knowledge in support of long-range agency missions and operations. Extensive experience conducting DoD strategic, campaign, and operational effectiveness assessments. In-depth knowledge of assessment concepts, doctrine, and methodologies. Familiarity with development of sound military and strategic objectives, Measures of Performance, Measures of Effectiveness, and indicators. Knowledge of a wide range of government organizations to include inter-command relationships between USSTRATCOM, Joint Staff, Service Components and Agencies, and their impact on functions, policies, and warfighter challenges that support USSTRATCOM lines of operations. Knowledge of safety and security regulations, practices, and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery knowledge of advanced management and organizational principles and practices plus comprehensive technical knowledge in support of long-range agency missions and operations. 2. Extensive experience conducting DoD strategic, campaign, and operational effectiveness assessments. In-depth knowledge of assessment concepts, doctrine, and methodologies. Familiarity with development of sound military and strategic objectives, Measures of Performance, Measures of Effectiveness, and indicators. 3. Knowledge of a wide range of government organizations to include inter-command relationships between USSTRATCOM, Joint Staff, Service Components and Agencies, and their impact on functions, policies, and warfighter challenges that support USSTRATCOM lines of operations. 4. Skill in designing and conducting comprehensive studies, and preparing solutions to resolve substantive problems/issues of effectiveness and efficiency in work operations of major command programs. Advanced skill to communicate effectively, both orally and in writing, and negotiate complex issues. 5. Ability to inspire, motivate and guide others toward goal accomplishment. Leadership ability, including the ability to coach, mentor and challenge subordinates; ability to adapt leadership style to a variety of situations; and ability to model high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors. 6. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
