The primary purpose of this position is to serve as a future operations planner, matrix team leader, senior analyst, and subject matter expert integrating various sub-elements into command policy and strategy documents, adaptively planned products (e.g., orders, operations plans, concept plans), and analysis and assessment products.

Duties

Develop comprehensive plans and prepare operations annexes that are fully integrated into USSTRATCOM command plan and theater support plans. Understand and implement the recently fielded adaptive planning process for military planning. Participate in plans development. Perform complete studies of large scale complex projects, modifying/adapting techniques to fit situations, some requiring innovative approaches. Perform duties as a senior analyst and matrix team leader. Participate in command contingency planning operations and peacetime exercises that support adaptive planning at USSTRATCOM and other regional combatant commands. Serve as the J35 representative at meetings, (cont. below) conferences, briefings, and seminars related to planning and operations.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • Employee may be required to perform work during other than normal duty hours to include shift work, evenings, weekends, and/or holidays.
  • Overtime and/or emergency overtime will periodically be required
  • Formal training in joint operational planning (e.g., JPME I/II) is preferred
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. The employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of military adaptive planning process; mastery of assigned annex/subject matter area operations concepts, employment, tactics, techniques, and procedures in order to develop, analyze, select and implement recommendations that relate to contingency and crisis action planning on behalf of USSTRATCOM; knowledge of diverse portfolio of mission areas assigned to USSTRATCOM, with an emphasis on the primary lines of operation (strategic deterrence) and the joint enabling functions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of and ability to apply joint war fighting doctrine and capabilities, the unified combatant command structure, global command and control constructs, and the military adaptive planning process. 2. Advanced knowledge of processes and procedures for the development, implementation, and execution of operation plans, orders (e.g. JOPP, APEX etc.) to include in-depth knowledge of the National Command Authority, Executive Branch relationships and agreements, DoD structures and relationships, the Joint Staff, and interagency structures and relationships. 3. Ability to apply advanced qualitative and quantitative techniques; to develop, adapt, modify, and apply models to solve complex problems and/or develop alternative solutions; and to build, program, and use models and simulation techniques to facilitate findings. 4. Ability to organize and lead teams tasked to originate new ideas, projects, and methodologies. 5. Ability to execute projects and/or studies within established financial and/or time constraints. 6. Ability to communicate effectively, both orally and written; to negotiate complex issues; and to maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
