The primary purpose of this position is to to function as the Division Chief and exercise second level supervisory and managerial authorities over the Assessments, After Action, and Red Team Division (J73) located in the Joint Exercises, Training, and Assessments Directorate (J7) at U.S. Strategic Command (USSTRATCOM).

Duties

Plan, organize, and oversee the activities of the Assessments, After Action, and Red Team Division. Exercise supervisory personnel management responsibilities. Represents the Assessments, After Action, and Red Team Division across a variety of headquarters and functional area organizations. As project leader and/or committee chair, direct special studies that impact the division, directorate, command, and/or external organizations and agencies.

  • The incumbent will be required to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance as a condition of employment. Access to Special Access Programs may be required.
  • This position is designated as a Drug testing designated position under the civilian Drug testing program.
  • It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing.
  • The employee will be required to travel by commercial or military aircraft in the performance of temporary duty (TDY) assignments.
  • The employee must be able to obtain and retain a US Government official passport as a condition of employment.
  • The employee may be required to submit an initial and annual Financial Disclosure in accordance with Joint Ethics Regulations.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, off duty hours on call, extended work hours (12 hour shifts), varying duty hours, and/or holidays.
  • The incumbent may be required to take part in test alerts and exercises.
  • This is a Supervisory Position; a 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes extensive experience conducting DoD strategic, campaign, and operational effectiveness assessments. In-depth knowledge of assessment concepts, doctrine, and methodologies. Familiarity with development of sound military and strategic objectives, Measures of Performance, Measures of Effectiveness, and indicators. Knowledge of military, Joint Staff, and Office of the Secretary of Defense after-action/lessons learned, and Red Team principles and concepts, directives, practices, analytical methods. Knowledge of safety and security regulations, practices, and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive experience conducting DoD strategic, campaign, and operational effectiveness assessments. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate both orally and in writing. Skill to lead project teams made up of cross-organization subject-matter experts, and external military and civilian organizations such as other COCOMs, Joint Staff, and Office of the Secretary of Defense. Skill is demonstrated by originating new ideas, projects, and methodologies; and executing projects and/or studies within established financial and/or time constraints. Skill to lead staff in development and utilization of appropriate data collection, management, trending, visualization, and modeling techniques. Ability to inspire, motivate and guide others toward goal accomplishment. Leadership ability, including the ability to coach, mentor and challenge subordinates; ability to adapt leadership style to a variety of situations; and ability to model high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
