Duties
The primary purpose of this position is: To serve as the Chief of the NC3 Enterprise Requirements and NC3 Capability Portfolio Manager (CPM) Liaison Division, exercising second-level supervisory and managerial authorities.
As Division Chief, plans, organizes, and oversees the activities of the Requirements Division.
Exercises supervisory personnel management responsibilities.
Represents the NEC at internal and external NC3 Enterprise Stakeholder forums to establish, develop, and maintain effective working relationships with managers and decision-makers from across the Department of Defense, Intelligence Community and the Interagency.
Directs and orchestrates the advocacy of NC3 Enterprise capabilities for CDRUSSTRATCOM as NC3 Enterprise Lead.

- This is a Centrally Managed position in the Operations career field.
- This is a supervisory position. A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement
- Must be able to obtain and maintain a Top Secret SCI clearance. Access to Special Access Programs may be required.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Must be able to obtain and retain a US Government official passport as a condition of employment.
- The employee may be required to accomplish work outside of normal duty hours, which may include evenings, weekends, or holidays. Overtime may be required.
Qualifications
This position is designated by the Air Force as a testing designated position under the civilian drug-testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing.
This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Management and Program Analysis Series 0343
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems (may have been obtained in the military, public or private sectors). Examples of specialized experience includes Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to nuclear command, control and communication (NC3) requirements, functions and activities; Knowledge of the mission, roles, functions, organizational structures, and operation of DoD, Joint Staff, Service, Agency, IC, and Interagency organizations to provide command-level staff guidance, NC3 capabilities advice, and evaluate the effectiveness of planning actions as related to actual events.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to nuclear command, control and communication (NC3) requirements, functions and activities.
Knowledge of the mission, roles, functions, organizational structures, and operation of DoD, Joint Staff, Service, Agency, IC, and Interagency organizations to provide command-level staff guidance, NC3 capabilities advice, and evaluate the effectiveness of planning actions as related to actual events.
Skill to organize and lead study teams tasked to originate new ideas, projects and methodologies.
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization
through subordinate supervisors.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
