This position is located in the Department of Health and Human Services, Administration for Children and Families, located in Washington, District of Columbia. **This announcement will be open for 5 business days OR until the first 50 applications have been received, whichever happens first.**

Duties

The incumbent will serve as a Senior Budget Analyst with responsibility for all phases and requirements of the budget formulation and execution processes for assigned programs. This includes performing a wide variety of administrative and analytical duties connected with the formulation, presentation, and execution of an agency's budget. The duties and responsibilities of this position include: Planning, organizing, and carrying out the formulation and execution of the office budget ensuring the effective integration of program and performance planning. Serving as a technical authority on the development and interpretation of budgetary guidelines, policies, legislation, and regulations covering the budgetary operations of one-or-more substantive national programs. Providing expert advice to the staff on budget formulation, budget presentation, budget execution and the development of an annual, no- year, and multi-year budget projections. Preparing background material concerning the agency for use in briefing officials scheduled to appear before Congressional appropriations committees or other oversight entities. Developing monthly, quarterly and annual operational and financial reports, defining and validating business rules, performing root cause analysis, and interfacing with customers and system owners to ensure data validity. Developing, performing, and maintaining reconciliations of processes to ensure that data and reports are accurate. Making decisions on work problems presented by budget staff.

Qualifications

Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below. Minimum Qualifications: GS-14: You must possess at least one full year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service (obtained in the public or private sectors) that includes at least four (4) of the following duties: Demonstrating knowledge and experience in the approval, and financial obligation and expenditure process of a federal program. Analyzing plans and resource needs to develop budget proposals. Executing budgets consistent with policy and the financial operating plan. Identifying and proposing solutions to management problems characterized by their complexity, importance, and severity, often where previous financial and established policies and procedures were inadequate or unidentified.
