About the Position: This Intellectual Property Specialist, NH-0301-04 position is located in the U.S. Army Acquisition Support Center.
Duties
Organize and lead teams with members from different organizations and commands.
Define, establish, and direct organizational focus on challenging and highly complex projects/programs.
Recommend innovative approaches for acquiring, licensing, and managing IP while adhering to laws, regulations, and policies governing IP
Develop/coordinate contract scope of work for acquisition of technical data and lP.
Prepare, review, and approve major reports or policies of organization for internal and external distribution
Present organizational briefings to convey strategic vision or organizational policies.
Provide expert analysis on a wide range of qualitative and quantitative methods for assessment, improvement, and modernization of complex IP management processes and systems.
Advise and assist in the development of acquisition strategies, source selection criteria, negotiation objectives, product support strategies, and IP strategies for systems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a Secret security clearance for the duration of employment.
- One year probationary period may be required.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- This position requires Practitioner certification in Acquisition Career Field Program Management or the incumbent must be able to obtain certification within 60 months of appointment.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- May be required to travel by military or commercial aircraft in the performance of TDY assignments.
- This position may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- This position may be required to work overtime.
- The selectee is required to complete the DAU Foundation IP credential within 12 months.

Specialized Experience: One year of specialized experience equivalent to the NH-03 pay band or equivalent grade level in the Federal service which includes experience: 1) Lead the development and execution of intellectual property to support acquisition strategies. 2) Develops or implements "IP Policy" guidance to support best practices in one or more of the following areas (ie: law, contracting, program management sustainment, logistics, engineering, science, financial analysis, IP evaluation and valuation, and workforce training). 3) Develops qualitative and quantitative methodologies to establish improvements and moderation of complex IP management processes.
