This is a public notice flyer to notify interested applicants of anticipated vacancies through the Certain Competitive Service / Modified Direct Hire Authority. Duties

You will assist in the performance of functions such as: formulation of budget and estimates to support plans, programs, and activities; review and evaluate budget requests, control and reporting of obligations and expenditures. You will provide information about, and interprets standard organizational budgetary, accounting, or financial administrative procedures, practices, and regulations. You will research guides to locate accounting, budgetary and financial information and prepares summaries for use by managers. You will perform specialized work involving managerial or administrative work in connection with accounting systems.

Requirements

• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-07) or pay band in the Federal service or equivalent experience in the private or public sector performing duties related to accounting, budget, and other related financial management work. Specialized experience may include the following: 1) Monitoring budget execution to ensure availability and sufficiency of funds; 2) Interpreting and applying financial laws, regulations, and policies to ensure operations adhere to financial standards; 3) Utilizing various financial systems to extract financial data for budget formulation and execution; and 4) Recommending methods for the use of funds to support the organization's programs and activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related

Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
