About the Position: Join us at the United States Southern Command. We provide direct support to a four-star unified Combatant Commander, but are compact enough that our staff also works with senior leadership representatives of our inter-service, inter-agency and (public and private) international partner organizations. Our contribution to furthering our country's relationships with South and Central American nations and peoples are substantial.

Duties

Assess Portfolio program and activities resource planning, budgeting, and execution to identify and mitigate risks and issues. Develop the Program Objective Memorandum (POM) for their assigned Portfolio of programs and activities. Represent SOUTHCOM in resource forum with Office of the Secretary of Defense (OSD), Joint Staff (JS), Army and other agencies to inform and influence resourcing decisions. Develop resource allocation strategies across Portfolio programs and activities to meet command requirements. Make resource recommendations and briefs senior leaders.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
• This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
• This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
• This is a Financial Management Level 3 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army certification requirements within 2 years of appointment.
• Position may be filled as a term appointment NTE 3 years.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience, Specialized Experience: One year of specialized experience which includes experience interpreting complex statutes, regulations, planning, programming, budgeting, execution and acquisition guidance issued by Congress, the Office of the Secretary of Defense (OSD), the Joint Chiefs of Staff (JCS), Defense Agencies and the Department of the Army (DA). Experience providing strategic resource management of a Headquarters Command Portfolio. Experience conducting a wide variety of complex studies and evaluations of critical resource problems affecting the command and develop cost factors for use in justifying, defending and allocating resources. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
