About the Position: You will serve as a Program Analyst managing an Assessment Monitoring & Evaluation (AM&E) Program and participate in building partner nation capacity/capability efforts using SC funding and authorities; AND you will provide innovative approaches on how best to achieve results and establish performance indicators in support of portfolio and regional plans. This position is located at USSOUTHCOM Strategy, Policy and Plans Directorate Security Cooperation Division in Miami, FL.

Duties

Provides leadership, expertise, and advice on the management, development, and planning of the regional Assessment Monitoring and Evaluation (AM and E) program. Develops Initial Assessments of partner nation capability requirements, identifies potential programmatic risks, and plans, monitors, and evaluates security cooperation programs. Contributes to DoD and program-level evaluations and determine and document return on investment, impact on DoD objectives, lessons learned and any unintended consequences to inform future planning. Performs quantitative and qualitative analysis and evaluation and monitor the effectiveness of SC efforts associated with train and equip activities, steady state SC projects, and emerging efforts. Supports life cycle cost analyses and performance cost benefit estimates of current or projected SC efforts ensuring plans address PN capacity gaps and enable real partner nation change. Performs an integrated, all-source, system analysis and identifies systemic leverage points that can be influenced through diplomatic, information, military, and economic (DIME) actions. Develops and provides guidance and authoritative advice on the implementation of strategic plans for the evaluation of USG-funded and partner-funded SC programs, policies, and projects. Analyzes new legislation, regulations, and policies and evaluates the impact on the AM and E program. Reviews, analyzes, and interprets legislation, Congressional language, Office of Management and Budget directives (OMB), and Department of Defense guidelines and determine resource impact on USSOUTHCOM AM and E programs. Serves as the Contracting Officer Representative tasking and directing a team of highly specialized AM and E contractors via their Project Managers on all deliverable requirements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
  • A pre-employment and recurring background investigation that includes contact with all references, employers, co-workers, personal associates, and a review of your driving record, credit history, criminal history, and military service are required.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the selectee can be terminated with limited appeal rights.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
  • Must obtain and maintain a DoD Security Cooperation Workforce (SCW) Expert Proficiency Level Certification and complete related continuous learning requirements (1 yr. of successful SC work experience and a 3 or above performance appraisal rating).
  • Must complete DoD SCW Expert level certification requirements within 2 years of entering this position. In addition, 80 hours of continuing education (CUE) every two years.
  • This position requires a Spanish Proficiency Level of 2/2 through the Defense Language Proficiency Test (DLPT).

You will be evaluated on the basis of your level of competency in the following areas: Organizational AwarenessPlanning and EvaluatingProject ManagementStrategic Thinking Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
