The primary purpose of this position Serves as a Program Analyst formulating and supporting the administrative analytical and evaluative work related to programs, financial management and planning of operations and organizational efficiency/productivity as applied to aspects of Defense programs, policies and concepts.

Duties

Duty 1 Applying intelligence operations and analytic expertise, develops, interprets, and implements policies and procedures to provide planning, programming, and budget guidance to facilitate the identification and determination of alternative ways to achieve the best mix of forces, equipment, and support attainable, (within fiscal constraints) regarding planning, security, programming, methodology, and resource control in support of prospective COM efforts at both the national and international level. Programs relate to tactical or strategic areas in Intelligence, Information Operations, and Data Engineering. Coordination of multi-national intelligence sharing capabilities Duty 2: Manages and develops new methods for testing and evaluating the effectiveness of planning, programming, and budget actions/processes in support of mission, operational plans, and program/project implementation/execution. Duty 3: As a liaison for the BTCES Management Office (BMO), acts as the assistant director for intelligence service strategy at the NATO BTCES office and prepares and presents high level briefings of conclusions, many being highly subjective and not readily susceptible to verification until actual operational situations are encountered. Duty 4: Maintains a continuous liaison with other Senior Staff, other service headquarters counterparts, and DOD offices to integrate CDM, OUSD(I), and BICES NATO priority support actions. Provides results of studies, analyses, and evaluations to counterpart agencies to share experiences and thereby improve overall defense level

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

  • Education and/or expert level of experience within the Management and Program Analysis Series field, as it applies to RDT and representative (COR) projects and efforts within the intelligence arena, and within Contracting Office desired
  • This is a Key Position. Incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are not available.

  • This position is Emergency Essential (E-E). In event of a crisis situation, the incumbent, or a designated alternate, must continue to perform the E-E duties until relieved by proper authority.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. Examples of creditable experience include: Extensive level of knowledge of U.S. and NATO BTCES programs, BTCES requirements management process, BTCES U.S. national, common, and NATO services to include operational theater support, U.S. and NATO exercise planning as it relates to BTCES services utilization, and experience in supporting requirements specification and implementation for national, multinational and NATO intelligence systems, knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS) and policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions (BES) as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, narratives, offsets and disconnects, and issue papers, Defense Intelligence Enterprise (DIE) program goals and objectives, Expert level knowledge of a wide ledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of plans and programs for managing, planning, budgeting and executing intelligence and operations utilizing diverse intelligence support structures and inter-agency cooperation on advanced concepts, principles and practices such as Intelligence, Surveillance & Reconnaissance systems; Special Communications; Collection Management and Operations; All-Source Analysis; Multi-INT integration; Cyberspace Operations; Information Systems; Foreign Language Exploitation; Data Engineering; Planning, Programming, & Budgeting System (PPBS), acquisition, special operations, or similar operations, Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making, able to communicate clearly and concisely with a diverse audience, establishing and maintain highly productive working relationships with team members, clients, industry experts, and others including interpersonal effectiveness with executive management, peers, employees, and contractors as well as in building relationships and maintaining close coordination with a range of customers. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas 1. Comprehensive knowledge of Defense Intelligence Enterprise (DIE) program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. 4. Knowledge of the relationship of relationship of the various entities involved in overall planning and execution of complex procedures and techniques for testing and evaluating unique one-of-a-kind applications and the methods in which the PPBS process supports them. 5. Expert level knowledge of a wide ledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of plans and programs for managing, planning, budgeting and executing intelligence and operations utilizing diverse intelligence support structures and inter-agency cooperation on advanced concepts, principles and practices such as Intelligence, Surveillance & Reconnaissance systems; Special Communications; Collection Management and Operations; All-Source Analysis; Multi-INT integration; Cyberspace Operations; Information Systems; Foreign Language Exploitation; Data Engineering; Planning, Programming, & Budgeting System (PPBS), acquisition, special operations, or similar operations. 6. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. 7. Extensively skilled in oral communications to present sensitive information and/or ion and/or recommendations on complex matters to higher authorities; skilled in written communications sufficient to develop guidance, regulations and directives dealing with complex issues and maintain good working relations. 8. Mastery in establishing and maintain highly productive working relationships with team members, clients, industry experts, and others including interpersonal effectiveness with executive management, peers, employees, and contractors as well as in building relationships and maintaining close coordination with a range of customers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
