About the Position: Serves as Division Chief, Programming, Budget, and Procurement (J85) with USSOUTHCOM, Miami, Florida. Leads SOUTHCOM efforts to secure resources through the POM, OSD Program and Budget Review, and associated advocacy efforts. Leads team of Portfolio Managers that advise SOUTHCOM mission owners on resource allocation strategies to meet mission needs. Leads team of Contracting Specialists that advise SOUTHCOM mission owners on procurement strategies.
Duties
Plans, organizes, and oversees the activities of the Programming, Budgeting, and Procurement Division.
Provides management direction, planning, organizing and control for subordinate supervisors and nonsupervisory employees.
Plans the work in the Division. Evaluates performance and gives advice, counsel, and instruction to individual employees on both work and administrative matters.
Advises the Commander and principal staff on resources planning, programming, and budgeting policies and procedures and efficient use of resources.
Represents USSOUTHCOM in resource-related decision forums, steering groups and executive committees.
Prepares USSOUTHCOM input to the Department of the Army Program Objective Memoranda.
Supports drafting of the Commander’s Posture Statement and leads the development of the Commander’s Integrated Priority List and Congressional Unfunded Priority List.
Maintains working relationships with, drafts communications, and coordinates up to the General/Flag Officer level with Combatant Commands, Joint Staff, Services, and other agencies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position requires the incumbent to obtain and maintain a Financial Management Level 3 Certification.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
