The United States Space Force (USSF) at Kirtland Air Force Base is searching for a Program Manager for Cloud-based Ground Systems (NH-1101-03, GS-12/13 Equivalent).

Come join our team here in sunny Kirtland AFB, NM at Space Systems Command. We are in the city of Albuquerque, gateway to the southwest. Space Systems Command is the birthplace of U.S. Space Force's ballistic missile and military space program and is the center of acquisition excellence for acquiring and developing military space systems.
Duties: To provide supervisory and managerial leadership, guidance and direction to subordinate managers, which include program management, engineering, contract management and financial management. Member will manage a complex portfolio covering satellite ground systems design, sustainment and lifecycle engineering within the Prototype Ground Development and Sustainment Branch (SZIG). In SZIG, we develop and maintain the USSF's only multi-mission RDT&E 24/7 satellite command and control (C2) operations facility. Our mission is to provide the USSF with cutting edge ground system technology that assures the resilience, combat effectiveness, and success of enterprise systems. In other words, we are directly developing the future of USSF systems and our ability to win a conflict in space. We specialize in testing and proving advanced prototypes and capabilities that are transitioned to operational units and programs of record. We partner with organizations across all areas of the space R&D, space test, and operational space community.
Ideal Candidate:
- Have leadership experience and skilled in managing a diverse workforce.
- Working knowledge/experience as a USAF or USSF Acquisition Program Manager.
- Working knowledge/experience working with the USAF/USSF Financial Management System/process
- Working knowledge/experience managing and operating a multi-layered security organization.
- Desired: DAU Certified in Program Management, Engineering, Contracting or Financial Management
- Mandatory: Bachelor's degree. Desired: Master's degree.
Key Skills and Abilities:
1. Knowledge of the applicable principles, concepts, policies, and laws; functions, programs, and systems applicable to the duties of logistics contracts and program management and material support; sources, responsibilities, and means for providing assistance and advice to resolve logistics contracts and program management problems; and all aspects of logistics contracts and program management support.
2. Knowledge of government and private industry policies and practices related to business management, industrial management, financial systems, technical concepts, and production practices. Ability to gather, analyze, and evaluate a variety of program information, such as commercial business practices, market conditions, offer acceptability, contractor acceptability, contractor responsibility and/or performance to determine acquisition strategy and sources.
3. Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and entities that govern, interface with, and/or influence management control of proposed and ongoing service contracts.
4. Knowledge of methods of supervision to hold others accountable for measurable high-quality, timely, and cost-effective results. Ability to plan, organize, and direct the functions of a unit and mentor, motivate, and appraise subordinate staff. Determine objectives, make sound, well-informed, and objective decisions, set priorities, cause change, and accomplish organizational goals.
5. Ability to communicate effectively, both orally and in writing, clearly, concisely, with technical accuracy and to use computers and a variety of software programs and databases, gather and analyze a variety of program information, make sound judgments concerning program progress, and effectively communicate recommendations orally and in writing to higher organizational management and contractors.
6. Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit and to be persuasive in representing the best interests of the government when dealing with personnel with highly divergent points of view.
7. Ability to plan, organize, analyze problems, translate complex information, make appropriate judgments, evaluate options, conduct research, summarize results, make appropriate recommendations, and manage critical aspects of service contract requirements as related to the assigned functional area and meet deadlines. Ability to compose and edit contract required correspondence, review and analyze directives, develop and brief service contract program related presentations.
Requirements

- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- Employee must be able to obtain and maintain a Top-Secret / SCI clearance.
- Relocation/PCS funding is available.
- May be required to travel by military or commercial aircraft in the performance of TDY assignments.
- May be required to work overtime on an unscheduled or emergency basis.
- This position is eligible for telework 2-4 days every 2 weeks.

- Subject to Temporary Duty Assignment (TDY): Approximately 20 days per year.
