Duties
The United States Space Force (USSF) Space Rapid Capabilities (SpRCO) at Kirtland Air Force Base is searching for a Senior Acquisition Program Manager (NH-1101-04).
Description:
The Program Manager serves as the senior government lead for an ACAT-I equivalent program, reporting directly to the Advanced Capabilities Acquisition Delta (O-6) Senior Materiel Leader. Special Emphasis is placed on streamlined program execution that accelerates delivery of operational capability to the warfighter in a responsive and timely manner. The Space RCO is a unique program office established to push the bounds of performance for capability delivery. It was formed to expedite the fielding of critical combat capabilities to deliver timely and operationally relevant space superiority and resilience capabilities to the warfighter and enhance material responses to combatant commander needs. The Space RCO has a short, narrow chain of command to senior DAF, USSF and OSD leadership. As part of a lean, high performing team, leads Government Program Office to effectively deliver first-of-systems for USSPACECOM and Space Force Components.
Responsibilities:
Plans, organizes, and directs the activities Government and Industry team with responsibility for the development of a segment of a Space Force program of national significance.
Evaluate program schedule and technical performance.
Identify and assess risks to program execution and delivery of system from milestone reviews through system integration and test by developing and executing realistic plans and risk mitigations.
Clearly communicate program status to Program Executive Officer, Senior Material Leader, Technical Director, and Chief Engineer; elevates issues as necessary for rapid closure.
Concisely articulate program status to Presidential Appointees and General Officers
Manage cost, schedule, and performance of the prime contractor.
Develop and submit program budget, provide status and budget justification, and coordinate budget requests and updates with other Government organizations.
Establish and communicate priorities for Government Program Office including technical, finance, and contracting that support execution of contract while minimizing risks system delivery.
Ideal Candidate:
Strong oral and written skills and the ability to brief contract issues with very senior personnel in the USSF, SAF/SQ and/or Congressional Staff Members is high desired.
Proven knowledge and mastery of Department of Defense weapon system programs and missions.
Exhibited expert knowledge of quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions.
Demonstrated high degree of skill in analyzing and comparing alternative cost-benefit trade-offs to determine the most proper and prudent method of accomplishing desired Air Force objective. With minimal direction, has the ability to evaluate existing cost models.
Ability to establish effective professional working relationships with management, program managers, coworkers and customers, while contributing to a cooperative work environment and successful accomplishment of the mission.
Ability to manage, prioritize, and lead in a challenging dynamic environment.
Previous experience managing or working in space acquisition or Major Defense Acquisition Program (MDAP) offices.
Demonstrated ability to work in a technical environment. Engineering degree or demonstrated technical skills preferred.
Demonstrates initiative, problem solving, and critical thinking skills.
Exhibits strong oral and written skills.

1. Comprehensive knowledge and mastery of Air Force weapon system programs and missions to determine how they relate to and impact other programs and costs of other federal agencies.
2. Knowledge of expert quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions.
3. Ability to participate in study teams, originate new ideas, projects and methodologies; and execute projects and/or studies within established financial and/or time constraints.
4. A very high degree of skill in analyzing and comparing alternative cost-benefit trade-offs in order to determine the most proper and prudent method of accomplishing desired Air Force objective. With minimal direction, has the ability to evaluate existing cost models and develop new mathematically derived parametric cost models for use in performing cost and risk analysis.
5. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on cost estimating processes, products and actions.
6. Ability to establish effective professional working relationships with management, program managers, coworkers and customers, contributing to a cooperative work environment and successful accomplishment of the mission.

- This position is on-site and not eligible for remote or telework.
- Employee must be able to obtain and maintain a Top-Secret w/SCI clearance.
- May be required to travel by military or commercial aircraft in the performance of TDY assignments.
- May be required to work overtime on an unscheduled or emergency basis.
- This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).
- Employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.
- Employee must within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.” Employee is required to attend annual ethics and procurement integrity training.
