Duties

The ideal candidates will have: Significant experience leading multi-functional acquisition program teams through the acquisition process and preparing a program for long-term sustainment. DUTIES: Lead and supervise a team of multi-disciplined acquisition professionals to manage a nuclear surety program. Lead programmatic and technical management activities with other Government stakeholders, system users, and the contractor. Lead management and technical reviews supporting various test and evaluation milestones in preparation for fielding and sustainment. Advise leadership and program stakeholders on programmatic and technical risks and issues effecting the cost, schedule, and performance during development, test and evaluation, fielding, and sustainment. Manage development of technical design, material development, acquisition, test, and operational issues related to requirements, systems engineering, finance, performance, and schedule trade-offs. Identify and resolve highly complex problems crossing organizational boundaries and promulgate solutions. Proactively develop and present technical and programmatic briefings and reports to senior leadership. Engage with geographically dispersed stakeholders including the AFNWC, Department of Energy, National Nuclear Security Administration, Air Force Global Strike Command, and Department of Defense (DoD) officials to ensure program activities are successfully planned, coordinated, and executed. SKILLS Candidates should have demonstrated program management and/or technical experience in the development of hardware for nuclear related systems. Candidates should have demonstrated experience leading in a team environment. Candidates should have strong leadership and communication skills. Candidates should have demonstrated experience conducting Program Management Reviews, Acquisition Milestones, reviewing technical data packages, and supporting system testing. Candidates should be knowledgeable in DoD acquisition processes, to include familiarization with cyber certification, and program funding. Candidates should have a sound understanding and a record of experience with professional scientific or engineering principles, modeling and simulation frameworks, requirements development, and verification activities. It is desirable for candidates to be knowledgeable in the unique aspects of nuclear weapon systems to include nuclear certification.

  • Telework may be authorized.

  • Employee must be able to obtain and maintain a Top Secret security clearance with SCI. A current TS/SCI is preferred.
  • Locations are not negotiable. The actual duty locations available may be located on the Air Force Civilian Service website.
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • Supervisory requirements may be required depending upon the position being filled.

  • Member will be required to work in a secure facility and be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • Highly desired: 10+ years of Air Force System Program Office management, engineering, test, and/or cyber engineering including management of contractors and writing/updating engineering acquisition documentation is highly desired.
  • Bachelor of Science degree in Management or Engineering. A master’s degree or higher in management is desirable.
  • This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). APDP Certification level: Program Management, Advanced certification.
  • The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position. Employee is expected to meet Continuous Acquisition Education requirements.
  • Work may occasionally require travel away from normal duty station on military or commercial aircraft.
  • Employee may be required to work overtime.
  • Employee must within 30-days of assuming this position and annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.” Employee is required to attend annual ethics and procurement integrity training.

Knowledge of safety and security regulations, practices, and procedures. 3. Knowledge of the missions, roles, functions, organizational structures, and operation of the DOD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process. 4. Skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, test, and manufacturing. 5. Ability to supervise, mentor, motivate, appraise, and work with subordinate supervisors and non-supervisory employees.
