The primary purpose of this position is to serve as an Acquisition Management Specialist for the Department of the Air Force Rapid Capabilities Office(DAF RCO).
Employee at this level is an expert within their functional area; heads of branches or divisions; or key program administrators. Conducts activities on challenging and innovative program development with general guidance on policy, resources and planning; developing solutions; responsible for fulfilling program objectives.
Duties
Communicates and integrates the organization's strategic plan, mission, vision, and values into the team's strategies, goals, objectives, work plans, and work products and services
Represents the Air Force, SAF/AQ, and DAFRCO as appropriate. Supports and maintains a team relationship among all participants in assigned acquisition programs, dealing directly with senior levels of government and industry
Routinely works with PEOs, DACs, field activities, and others to resolve program issues. Works closely with a variety of external organizations to resolve programmatic issues and participate in special projects
Ensures effective management techniques are developed and utilized to maintain oversight and control of acquisition programs' funds, execution status, and funded/unfunded requirements
Provided only broadly-defined guidance, in turn, independently organizes and leads appropriate teams to resolve problems essential to meeting mission needs
Develops and presents oral or written positions to upper management including Air Force Secretariat and DoD organizations, to other agencies, the Congress, and industry

- Incumbent must obtain and maintain a Special Sensitive Clearance (SS)
- The investigative requirement CANNOT be waived for special sensitive positions. The selectee must possess this clearance prior to starting in the position.
- Incumbent must obtain and maintain a Top Secret/SCI Clearance
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise
- This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program
- May be required to work overtime on an unscheduled or emergency basis; travel by military or commercial aircraft in the performance of TDY assignments: Approx 30 days per year
- The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position
- Employee must within 30-days of assuming this position and annually thereafter, file an OGE-450, "Confidential Financial Disclosure Report."
- Employee is required to attend annual ethics and procurement integrity training
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Specialized experience must include knowledge of program planning, budget and financial management cycles and policies; ability to identify problems, develop and implement innovative detailed strategies to resolve a wide range of programming, budgetary, financial and management issues; ability to negotiate resolution of complex budget and financial execution issues; and ability to establish and maintain relationships with key individuals/groups within and outside immediate work unit including field-level representatives.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
In-depth knowledge of Congress and Public Affairs. Ability to establish and maintain relationships with key individuals/groups within and outside immediate work unit including field-level representatives.
In-depth knowledge of program planning, budget and financial management cycles and policies.
Ability to gather, analyze, and present complex facts and develop programming and budgetary strategies. Ability to executive complex projects and/or studies within established time constraints.
Ability to identify problems, develop and implement innovative detailed strategies to resolve a wide range of programming, budgetary, financial and management issues.
Ability to negotiate resolution of complex budget and financial execution issues. Ability to advise senior leaders, Program Element Monitors and field-level representatives.
Ability to interpret and apply fiscal policy and financial rules, regulations, and procedures. Ability to communicate effectively orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
