This position is located in the Working Capital Fund Division (WCFD), Office of the Chief Financial Officer (OCFO), Associate Chief Financial Officer for Financial Policy and Planning (ACFO-FPP). The incumbent of this position is responsible for assisting the Working Capital Fund activity centers in the development and formulation of the assigned op rating budgets as well as review and bill the income recovery methodology for said services.

Duties

Provide technical advice on the budget and ensure proper financial system implementation. Resolve encountered work problems and deviations. Plan and carry out assignments in conformance with budget established practices. Analyze and communicate information regarding budgetary matters. Evaluate policies, regulations, and alternative methods of obtaining and distributing funds.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Specialized Experience: To qualify for the GS-09: Have one year of specialized experience, equivalent to the GS-07 level in Federal Service or equivalent responsibility in the private sector/pay systems equipped you with the competencies to successfully perform as a Budget Analyst. Such experience includes Experience performing routing assignments in the areas of budget formulation, presentation, and execution. Experience coordinating with program managers to ensure submissions are properly documented. Applying the principles, practices, methods, and techniques of budgeting to the various mission areas. Utilizing office automation systems and the use of several types of software for various office needs. Managing multiple tasks under pressure and adapting to rapidly changing priorities. Analyzing and communicating information about budgetary matters clearly, orally, and in writing. or Master's or equivalent graduate degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. or 2 full years of progressively higher-level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. or LL.B. or J.D., if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as any field of study (Note: You must attach an eligible & entire copy of your transcript). Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. or Have an equivalent combination of successfully completed specialized experience and higher-level graduate education described above that makes up 100% of the qualifications required for the position. Combining Education and Specialized Experience: Education and Specialized Experience can be combined to meet the minimum qualification requirements, as allowed in the applicable standard. Only Graduate Education more than 18 Semester Hours may be used to qualify applicants for this grade level. The education must have been obtained in an Accredited College or University and demonstrate the knowledge, skills, and abilities necessary to do the work. When combining education with experience, first determine the total qualifying Education as a percentage of the Education required for the grade level; then determine the applicant's Specialized Experience as a percentage of the Experience required for the grade level; finally, add the two percentages. The Total Percentage Must Equal At Least 100 Percent to qualify for this grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) NOTE: This experience must be demonstrated on your resume/supporting documents. Time In Grade (TIG): Merit promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. Applicants must meet one year at the next lower grade to be considered for the next higher grade; One year at the GS-07 grade level for consideration/eligibility for the GS-09 grade level. Applicants MUST submit a RECENT SF-50 that illustrates time-in-grade and reflects title, series, and grade. Award SF-50 is NOT acceptable. You will receive credit for all qualifying experience, including volunteer experience.
