About the position: Community Services Flight, Kirtland AFB, NM.
This position will be filled as Regular Full-Time employment category. Regular Full-Time employment guarantees 35 hrs/wk and may be eligible for NAF benefits such as Medical/Dental, Group Life, 401(k), and AFNAF Retirement.
Duties
DUTIES AND RESPONSIBILITIES:
Supervises and is accountable for all phases of a Community Services Operation Program as assigned by supervisor. Aids supervisor in preparing annual budget, including manpower and equipment needs, to meet 377th Force Support Squadron goals. Acts as Deputy Community Services Flight Chief when directed by Supervisor. May approve requests or documents that obligate operational funds for expenditures within budget goals. Acts as inventory, property, and fund custodian for the operation's assets. Participates in the planning of structural changes and self-help projects, coordinating with base agencies to ensure project completion. Ensures accurate resale and real property inventories are maintained of the flight activities, and controlled within established goals, and operational requirements. Assists activity managers with the development of program objectives and implements to subordinate staff. Ensures controls for cash handling, credit card processing, and reporting for the operations are adhered to. Must be able to use required software in reconciling transactions and process for proper accounting. Ensures economical and efficient operations, working within local and industry guideline. Identifies operational staffing requirements, and recommends personnel actions based on type of action and activity needs. Provides required training to staff as needed. Resolves employee and customer complaints in a timely manner. Ensures compliance/cooperation with necessary agencies including Fire & Safety, Security Forces, Public Health, EEO, etc. Supports service for various events. Responsible for workforce management, staff recruitment and training. Effectively and efficiently schedules employees based on approved budgets and activity needs. Recommends programs or events to enhance operations. Maintains documentation of assigned personnel training and meets operational and administrative deadlines. Analyzes program's financial information, maintains records, tracks trends, identifies problems areas and submit recommendation to the supervisor and senior leadership for coordination. Serves as an action officer for Food and Beverage programs and procedures. Conducts staff assistance visit to activities and reviews all facets of business activity operations. Work shifts may be irregular with fluctuating hours, including evenings, holidays, and weekends. Performs other related duties as assigned.

Requirements
- This position requires the incumbent to satisfactory completion of a Tier 1 (T1) background investigation with favorable determination.
- This position requires the incumbent to possess and maintain a valid driver’s license and good driving record.
- This position requires the incumbent to be subject to random testing for drug use. This is a drug-testing designated position.
- This position requires the incumbent to be able to communicate effectively in English, both orally and in writing.

Qualifying Experience:
Specialized experience in AF MWR operations, and supervisory experience preferred.
Must know fundamental principles, methodology, and techniques of operational management.
Must be knowledgeable and skilled in a variety of related duties, including payroll, budgeting, costing, inventory control and facility and equipment maintenance.
Must be skilled in working with others, as well as knowledgeable of financial and personnel management techniques and administrative policies and procedures.
Must be able to articulate clearly to the team members, other members of management and guests.
Must have a working knowledge of computers and Microsoft Office programs.
May be required to work evenings, weekend.

Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does allow for education substitution.
FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
