Duties

formulate budget and estimations to support plans, programs, and activities. Present and defend budget estimates before authorities. Review and evaluate budget requests. Control, and report obligations and expenditures. Analyze, interpret, and present data to process owners. Perform substantive/audit testing on Assessable Units (AUs) such as Civilian Pay (CIVPAY), Funds Receipt and Distribution, Temporary Duty (TOY), Equipment assets and Contract Vendor Pay. Report findings and work with management to create workable solutions for discrepancies found. Preform site-visits/spot checks to ensure programs are in compliance with DoD Financial Management Regulation, DoD Financial Improvement and Audit Readiness (FIAR) Guidance and Standard Operating Procedures (SOPs).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • This is a Financial Management Level 2 Certified position.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. GS-09 Specialized Experience: One year of specialized experience which includes utilize financial management systems to perform analysis of budget and program data; use the application of Financial Management regulations and policies for financial/budget analysis and provide reports to support findings. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Financial or Budget or Business Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. .GS-11 Specialized Experience: One year of specialized experience which includes : Utilize financial management systems for budget execution and analysis of program data, apply Financial Management regulations and policies for financial/budget formulation and execution. Monitor budget and accounting performance to recommend use of funds; develop reports and correspondence that support the Financial Management operations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Financial or Budget or Business Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 Specialized Experience: One year of specialized experience which includes Utilize a financial management system for budget formulation and execution, perform analysis of program data, apply Financial Management regulations and policies for financial oversight, budget formulation and execution. Monitor a budget and accounting performance initiating corrective action as needed. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
