This position is in Region 10, Land, Chemicals, and Redevelopment Division, Pollution Prevention and Communities Branch, Brownfields and Land Revitalization Section. About Region 10. This is an office-centered position*--you must physically report to one of the duty stations stated in this announcement on a regular basis (location TBD after candidate selected).*EPA offers work-from-home and work schedule flexibilities as described in the Benefits section.

Qualifications

NOTE:  You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-13 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-12 level defined as working with state, tribal, or local governments to solve regulatory or technical Brownfields challenges; and/or managing grants, cooperative agreements, or inter-agency agreements. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of Brownfields program elements such as environmental site assessment; site cleanup and site redevelopment planning and implementation. Ability to manage multiple complex projects, establish goals and assess progress toward their achievement and adjust work operations and program objectives to meet program goals and targets. Knowledge of site assessment and site cleanup requirements. Knowledge of federal grants, cooperative agreements, and interagency agreements regulations, policies, and procedures, sufficient to manage a variety of moderate to complex grants, cooperative agreements, and interagency agreements. Knowledge of federal environmental statutes and regulations including Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Brownfields, Federal Acquisition Regulations, and State Voluntary Cleanup Programs. Knowledge of Federal Acquisition Regulations (FAR), cost control procedures regarding contractual assistance, and cost accounting record keeping and procedures. Skill in written communication. Skill in oral communication. Ability to evaluate and advise on site cleanup techniques and technologies. Ability to utilize software programs to assist in data management and analysis, and for summarizing large amounts of information. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
