Duties
This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Alaska Outer Continental Shelf (OCS) Region, Office of Environment, in either Anchorage, AK, Sterling, VA, Camarillo, CA, or New Orleans, LA.
At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
1. Serves as the supervisor of the Office of Environment, Environmental Sciences Management Section and is responsible for managing and coordinating the activities of a multidisciplinary staff in the conduct of environmental studies and analysis relating to the OCS and adjacent coastal areas.
2. Directs the identification and procurement of environmental studies to address regional needs for all phases of Alaska OCS activities, in coordination with other regional offices, BOEM headquarters, governmental agencies, industry, academic and research institutions, special interest groups, and the public.
3. Directs the management and administration of study contracts and the inspection and review of products for scientific quality and responsiveness to contracts.
4. Is the Regional Authority on the studies program, studies justifications, technical contract supervision, evaluation of contract deliverables, monies distributed, and dissemination of information received.
5. Supports the development of all NEPA documents. Ensures that all documents contain scientifically supported analysis/mitigation measures and are of high/professional quality and supportive of defensible decisions.
6. Supports consultation requirements under a suite of environmental laws such as, the Endangered Species Act, the Marine Mammal Protection Act, the National Historic Preservation Act, and other relevant laws.
7. Actively engages with partners, stakeholders and the public to address questions and gather input during scientific and information exchange meetings, public scoping periods and at public hearings.
8. Plans and budgets for the studies work to be accomplished in the Section; sets priorities and schedules; fosters teamwork and productivity of work teams; assigns work based on priorities and the capabilities of the staff, and evaluates staff performance.
BOEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information GS-14:
Anchorage, AK: 138,035 - 179,448 per annum
Sterling, VA: 139,395 - 181,216 per annum
New Orleans, LA: 122,198 - 158,860 per annum
Camarillo, CA: 142,094 - 184,725 per annum
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Working with multifaceted programs and issues in the scientific or environmental field, either in government or the private sector;
2. Leading or supervising a diverse scientific staff in the management of environmental programs; and
3. Performing public outreach for scientific or environmental study assessments.
