Duties

This position is located within the Department of the Interior, Bureau of Ocean Energy Management, Division of Environmental Assessment, Environmental Coordination Branch in Sterling, VA. At the full performance level (GS-14) the major duties of this position include, but are not limited to the following: 1. Responsible for overall coordination and completion of work within DEA core functional areas, including coordination, communication, and science & learning. 2. Provides direction relative to the functional area in terms of goals and objectives, planning associated time frames and anticipated results as related to the organization's overall strategic plan and mission. Makes adjustments to planning as warranted and in coordination with the supervisor(s). 3. Identifies, defines, and addresses complex and cross-cutting policy issues and develops recommendations for BOEM's leadership on matters related to environmental policy. 4. Applies technical expertise to prepare and critically evaluate technical or policy documents (e.g., models, technical papers, synthesis reports, briefings, and proposed changes in regulations, policy, or guidance) and develops procedures for preparing and evaluating documents. Ensures documents meet quality standards of critical thinking and writing. 5. Plans, develops, and employs appropriate techniques and procedures for conducting environmental assessment and developing environmental policy. Uses scientific and policy expertise to conduct analyses, evaluate environmental issues, recommend solutions, or author documents that integrate state-of-the-art methods, scientific understanding, legal requirements, and BOEM's practice and policies related to area of expertise. 6. Represents the Bureau or Department to communicate complex and controversial environmental, regulatory, and marine biological or marine science research issues. Participates in inter-agency meetings to share information, collaborate on topics of mutual interest, or refine data and methods relating to environmental assessment and research. The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information Sterling, VA: GS-14: $139,395 (Step 1) - $181,216 (Step 10) Camarillo, CA GS-14: $142,094 (Step 1) - $184,725 (Step 10) Anchorage, AK GS-14: $138,035 (Step 1) - $179,448 (Step 10) Jefferson, LA GS-14: $122,198 (Step 1) - $158,860 (Step 10) First time hires to the Federal government normally start at the lower salary range of the grade level. Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series to which you are applying. Specialized Experience To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: (1) coordinating and completing interdisciplinary environmental analyses; developing innovative content; curating and dissemination of policy and learning; or developing and implementing a science strategy; (2) setting goals and objectives for an organizational unit or work stream, planning associated time frames and anticipated results, and implementing measures to improve the communication and performance; (3) serving as a universal resource for staff for technical advice and counsel to meet established goals in terms of final work products; (4) applying environmental laws, regulations, and policies in the marine and coastal environment; (5) preparing documents and delivering presentations related to improving policy and procedures for controversial or complex environmental issues.
