Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Office of the Director, located in Anchorage, AK, Camarillo, CA, Houston, TX, Jefferson, LA, or Sterling, VA.
At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
1. Provides leadership and expertise on the development, coordination, and evaluation of environmental justice policy affecting all aspects of mineral and energy development, and other delegated offshore activities.
2. Ensures that environmental justice issues are adequately identified and described when BSEE policy decisions and other Bureau actions may impact minority populations, low-income populations, and others with environmental justice concerns. Engages and collaborates with all BSEE programs and offices, BOEM environmental justice contacts, and other partners to identify environmental justice priorities and inform decisions.
3. Assists the Senior Environmental Stewardship Coordinator with providing vested and sound advice to the Director on the performance and effectiveness of all programs, initiatives, and personnel responsible for or contributing to environmental justice needs.
4. Forms and maintains internal and external stakeholder networks. Engages with these stakeholders to inform decision-making and policy, and to help strengthen internal environmental justice awareness, competency, and collaboration. Utilizes these networks to centralize coordination and support for external engagements on environmental justice.
5. Ensures that underserved communities are provided information on ongoing and planned Bureau activities that may affect them and, where appropriate, works with them to identify solutions that may address impacts.
6. Advises the development and implementation of the BSEE environmental justice strategy and action plan and ensures it reflects the Department's strategic vision and directives. Tracks BSEE environmental justice investments and communicates results of these investments.
BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Note: This is NOT a remote position. You will be required to report to the duty location to which you are applying. Applicants applying to multiple locations are limited to selecting a maximum of 3 duty locations.
Salary Range Information GS-14:
Anchorage, AK: $138,035 - $179,448 (per annum).
Camarillo, CA: $142,094 - $184,725 (per annum).
Houston, TX: $140,923 - $183,202 (per annum).
Jefferson, LA: $122,198 - $158,860 (per annum).
Sterling, VA: $139,395 - $181,216 (per annum).
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
This vacancy may be used to fill additional positions as vacancies become available.

Qualifications
Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying.
Specialized Experience:
GS-14
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Evaluating programs for compliance with environmental justice;
2) Providing recommendations, policy guidance, training, and assistance for environmental justice program issues; AND
3) Collaborating with communities, organizations, and other internal and/or external stakeholders on environmental or programmatic interests and issues. MUST MEET ALL.
