The Lead Grants Management Specialist organizes, directs, and administers grants activities, provides leadership and management, as well as performing work involved in planning, directing, coordination, and execution of grant activities. This position exercises responsibility for the grant award execution process from cradle to grave. This entails managing Federal financial assistance activities related to transportation, including grant execution activities for all non State organizations.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade.To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience awarding and managing grant management activities across the grant life cycle for a range of grant programs. Experience providing advice and guidance on grant management programs, policies, regulations, procedures, and practices to grant programs addressing any of the following: research, specialized studies, and/or construction. Experience monitoring grant programs and acting as the grants management decision maker concerning a grant action/matter. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.  Grants Management - Knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements.  2.  Grants Management Laws, Regulations, and Guidelines - Knowledge of principles, laws, regulations, policies, practices, and guidelines (for example, Executive Orders, Code of Federal Regulations, OMB circulars) of grant or agreement programs, including their order of precedence. Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately.
