You will serve as a PROGRAM ANALYST in the SUPPORT SERVICES DIVISION of the ADMINISTRATIVE DEPARTMENT of SUPSHIP.

Duties

You will analyze and evaluate the effectiveness and efficiency of the SUPSHIPNN's official mail program. You will articulate and communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. You will conduct studies, monitors and provides recommendations to resolve programmatic concerns or barriers to program efficiency. You will maintain program and administrative reference materials, project files and relevant background documents and make available policies, procedures and written instructions from the supervisor. You will establish mail and filing procedures to ensure positive accountability for metered postage, proper mail classification standards are applied, as well as express and permit mail privileges are adequately controlled. You will assist the Technical Information Specialist with the design, development, and maintenance of the Command's electronic library. You will report to the supervisor periodically on team and individual work accomplishments, problems, progress in mastering tasks and work processes, and individual and team training needs. You will estimate and report to the team on progress in meeting established milestones and deadlines for completion of assignments, projects and tasks. You will review documents under the position's purview to determine who has action and assigns action items daily to approximately 250 personnel assigned to the Engineering Department, Project Offices and/or Contracts Department. You will distribute and balance the workload among employees in accordance with established workflow or job specialization, assure timely accomplishment of the assigned workload, and assure that each employee has enough work to keep busy. You will monitor and report on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines and quality have been met. You will represent the team in dealings with the supervisor or manager for the purpose of obtaining resources and securing needed information or decisions from the supervisor on major work problems and issues that arise. You will coach the team in the selection and application of appropriate problem*solving methods and techniques, provide advice on work methods. You will provide or arrange for specific administrative or technical training necessary for accomplishment of individual and team tasks. You will conduct periodic training to ensure that all personnel who prepare, classify, and put official mail into the system are complying with regulatory requirements.

Qualifications

For the GS-09 Position: One year of specialized experience equivalent to the next lower grade level/pay band (GS-07) in the federal service or equivalent experience in the private or public providing support in analyzing or developing mail systems (i.e. policies and procedures, review mail and filing operations) to establish or oversee implementation of internal policies or procedures for the increased efficiency of the mail program. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher graduate level education leading to a master's degree
OR
Have obtained an LL.B. or J.D. that is related to the position being filled
OR
A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.
