You will serve as a PROGRAM ANALYST in the CVN CLASS PROGRAM OFFICE (PMS 378X) of PROGRAM EXECUTIVE OFFICE CARRIERS.

Duties

You will be responsible for supporting the management effort required to establish and meet aircraft carrier new construction project priorities and milestones related to cost, schedule and performance. You will conduct routine on-board assessments to determine the validity of current aircraft carrier new construction status. You will identify and resolve technical and programmatic issues that have resulted or can result in delays and cost increases experienced in achieving operational status of shipboard systems. You will be responsible for the identification and facilitation of potential solutions and evaluation of technical, cost and schedule implications of each viable solution. You will assist in all areas of new construction aircraft carrier delivery, including trial card management, planning for sea trials, and system certifications. You will maintain working relationships with stakeholders including Supervisor of Shipbuilding, Pre-Commissioning Units (PCU), Type Commander, and SEA 05V to coordinate installation, integration and transition relative to the acquisition process. You will communicate with leadership and support briefings, white papers, executive summaries, and key information to support command decisions.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 pay band (or GS-11 equivalency) in the Federal service or equivalent experience in the private or public sector analyzing project or life cycle requirements (e.g., technical, financial, programmatic) for all phases of ship acquisition, resources, or construction to ensure project goals are met.
