You will serve as a MANAGEMENT ANALYST in the CVN Availability/Repair Division (440), Assistant Contracts Officer (401), Contracts Department (400) of SUPSHIP. You will provide a variety of analytical and technical support to the Administrative Contracting Officers, Division Head and department managers, serving as the main focal point for Division and Contracts Department performance measures and metrics.
Duties
You will serve as the Data Manager and oversees the collection, tracking, maintenance, analysis, and reporting of all contract data within the division’s purview from award through completion, including the status of contract changes and claims.
You will serve as the central point of contact for receipt and information input of all contract change requests received in the division.
You will determine the data and criteria required for use in management and direction of programs to produce desired results.
You will maintain centralized and accurate collection of information to support requests for data as well as act as the central point of contact for the collection and verification of data for compliance and accuracy.
You will ensure the accuracy of information received and coordinates with the appropriate contracting official to process changes.
You will plan, develop and conduct analysis of programs (on a quantitative and qualitative basis) within the contract management arena to identify problem areas and backlogs, to determine the effectiveness of programs in meeting goals and objectives.
You will design and publish various management reports, including routine/recurring reports, as well as reports requested by higher authority and determine what data to incorporate and how to assess.
You will coordinate with the Division/Department Head to determine which reports should be presented on a regular basis and assures the timeliness of all reports.
You will develop and recommend procedural and program changes for improved processing methods with regard to the database system.
You will serve as coordinator for external data calls concerning contract status or division status and provide centralized distribution and collection of information for data calls from higher authority.
You will respond to internal requests for data on a regular basis as well as develop criteria and metrics and designs ad-hoc reports based on the requestor’s requirements.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing program data, reports, execution, or performance to identify solutions at improving an organization's internal processes, procedures or methods in support of shipbuilding contracts.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- A master's or equivalent graduate degree; OR
- Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree; OR
- An LL.B. or J.D., if related to the position being filled; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
