Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Finance, FRMD, User Fee and Reimbursable Controls Branch. Salary: Salary listed reflects the rest of U.S. scale and, if applicable, will be adjusted to meet the locality pay or cost of living expenses of the duty location upon selection

Duties

The Budget Analyst advises and formulates budget requirements for all phases of work concerning the budget cycle. This position starts at a salary of $122,198.00 (GS-14, Step 1) to $158,860.00 (GS-14, Step 10). Typical work responsibilities include: Developing, recommending, and implementing budgetary policies affecting the financing and accomplishment of major national programs. Providing authoritative interpretations of congressional legislation and OMB policies and precedents and interprets and assesses the impact of new and revised congressional legislation on the formulation and execution of assigned program budgets. Projecting and analyzing the potential effects of budgetary actions on program viability and the attainment of program objectives. Reviewing, approving, disapproving, and recommending the amount and timing of allotments of funds to agency components and programs. Analyzing financial and budgetary relationships to develop recommendations for financial and/or budgetary actions.

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Budget analysis and planning, designing, coordinating, implementing, and maintaining agency's budget; Performing the full range of program planning functions such as providing input for budget execution and baseline reviews; Preparing financial plans and analyzing budget patterns, expenditures and forecasting; understanding of activities appropriations, user fees, and reimbursable services; Extensive knowledge of accounting principles, theories, and practices and the ability to apply knowledge to a variety of assignments, along with experience reporting in the areas of cost management and reimbursable services; The ability to provide expert advice and technical assistance to CBP officials regarding the costs of ongoing programs, as well as the costs to revise or establish new program NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 11/20/2024. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Current and former federal employees may be required to serve or complete a probationary period.
