About the Position: Serve as the Security Officer for the Civilian Protection Center of Excellence (CP COE) and is responsible for the planning, development, management, and direction of the complete range of organizational security programs.
Duties
Provide authoritative information to senior leadership on personnel security policies and related issues.
Manage all personnel security areas including program access requests, clearances, courier authorizations, CAC PMP (Privileged Management Program for Pentagon access)
Plan, develop, coordinate, and implement a physical security/crime prevention program.
Manage technical and administrative control and daily operations of access to the Sensitive Compartmented Information Facility (SCIF).
Clarify and disseminate timely threat warnings and changes to threat and/or force protection levels.
Conduct inspections and security anti-terrorism assessments of office space.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
- Must be able to obtain and maintain a Top Secret/ Sensitive Compartment Info Security Clearance.
- The incumbent is required to sign a DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical Under the Drug Abuse Testing Program) and must pass urinalysis testing.
Qualifications
Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 2 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years.
Time limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition.

GS-12: Specialized Experience: One year of specialized experience which includes analyzing classified documents to determine proper classification; interpreting and applying security and safety regulations and directives; reviewing all security clearances for access control; developing and conducting high level briefings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
GS-12 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
GS-13: Specialized Experience: One year of specialized experience which managing the complete range of organizational security programs to include Personnel Security, Physical Security, Force Protection/Operations security, and Information Security; preparing justification for new or additional Sensitive Compartmented Information (SCI) and Special Access Program (SAP) billets; conducting inspections and security anti-terrorism assessments of office space; determining the impact of potential adverse or derogatory information, recommending appropriate action to senior leadership.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
GS-13 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management. Duties described reflect the full performance GS-13 level. If not selected at the full performance, duties will be performed in a developmental capacity under close supervision.
