The incumbent's primary functions will be to manage, direct, supervise, and coordinate the administrative staff supporting all of the outpatient areas within the Clinic Support Section, such as Primary care, mental health, as well as both the medical and surgical subspecialty and ancillary clinics.

Duties

This job opportunity announcement (JOA) will be used to fill two (2) full-time and permanent GS-0301-11, Supervisory Medical Management Specialist (Chief, Clinical Support) vacancies at the Louisville, KY Veteran Affairs Medical Center (VAMC), with Business Office Service. One Supervisory Medical Management Specialist (Chief, Clinical Support) position will oversee the CBOCs. One Supervisory Medical Management Specialist (Chief, Clinical Support) position will oversee Medical Center clinics. The Supervisory Medical Management Specialist (Chief, Clinical Support) manages, directs, supervises, and coordinates the administrative staff supporting the outpatient areas with the the Patient Benefits Section such as primary care, mental health, both the medical and surgical subspecialty clinics. Responsible for the managing, directing, training, productivity, and public relations of staff; quality improvement activities; as well as the implementation and monitoring of administrative procedures and plans crossing all clinical services and disciplines. Resolves significant problems, consult & RTC tracking, pre-registration, workload, etc. Duties will include but are not limited to: Manages, organizes, supervises, and coordinates the administrative staff supporting the operations of a program responsible for patient examinations and outpatient treatment. Organizes the workload and establishes the priorities of others; assigning duties. Resolves a wide variety of problems. Implements and monitors administrative procedures, training, public relations of staff and quality improvement activities. Establishes appropriate administrative and operational procedures for the coordination of clinic scheduling, consult tracking, return to clinic orders, pre-registration, workload reporting, encounter action required, access list, missed opportunities, patient wait times, etc. Resolves significant, high profile problems interfering with efficiency of operations impacting on services provided. Applies analytical and evaluative techniques to identify, review and resolve issues affecting the administrative support of the delivery of health care services. Develops monitors to analyze the success of initiatives. Develops plans and provides recommendations regarding the most cost advantageous, efficient, and or highest quality medical support opportunities. Writes and coordinates policies, correspondence, and deals with issues affecting patients, staff, and visitors. Combines comprehension of economic principles and automation capabilities, performs operational and statistical analysis, preparing comprehensive reports for submission to appropriate officials. Performs trend and utilization analysis and directs program development, adjustment, or implementation based on findings. Monitors and evaluates to ensure quality and appropriate services are provided. Develops, implements and follows a comprehensive quality assurance plan through the use of balanced scorecards and other measures. Ensures that training, re-training, orienting and advising staff is common due to the demands and changing environment. Other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Supervising, planning, directing, and managing both technically and administratively a wide variety of complex programs of a medical center primarily outpatient clerical and administrative staff; Thorough knowledge of VA policies, directives, and regulations concerning Business Office Programs; Coordinating, planning, implementing and training for all outpatient clerical and administrative staff; Performing analytical and evaluative methods to determine program effectiveness and knowledge of advanced scheduling techniques and personnel logistics to insure adequate staff coverage; Performs problem analysis on utilization reports and cost trend data, and identifies strategies to improve provider access, reduce administrative burdens, capture workload and improve the cost effectiveness of the outpatient clinics; Assisting with budget plans each year; Planning, formulating, and implementing budget requirements to include staffing, overtime, and purchasing additional and replacement equipment, supplies and services, coordinating the needs of the clinics; Establishing, developing, and implementing comprehensive policies, processes and procedures through direct contact, telephone and/or written guidelines; Providing oversight by planning and recommending selections, promotions, status changes, awards, disciplinary actions and separations. You must have an combination of specialized experience and education beyond the first two years of graduate education that demonstrates the KSAs for the position (TRANSCRIPTS REQUIRED). Physical Requirements: The work is primarily sedentary. There is walking, bending and reaching required such as for filing or locating material, and carrying items such as reports, documents, and supplies.
