Duties
In this position, you will strengthen the Department's efforts to prevent all forms of terrorism and targeted violence by providing expert guidance and support on targeted violence and terrorism prevention. The primary purpose of this position is to provide expert guidance and support by working with societal partners within a defined area of the country to lead a public health informed approach to targeted violence and terrorism prevention.
Typical work assignments include:
Serve as the lead prevention coordinator and liaison in the region to support the development and implementation of public health informed target violence and terrorism prevention programming.
Assist in the development of local partners' prevention programming, including by delivering training speaking at conferences on prevention, assisting with threat assessment and management programming, partnership building state and local planning efforts to sustain prevention, and interagency coordination in the field.
Develop partnerships to implement state level strategies for preventing targeted violence and terrorism in the region.
Write briefings, correspondence, memoranda, talking points, policies, concepts of operation, standard procedures, and other documents relevant to operations. Advise CP3 leadership on prevention strategy.

Qualifications
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level (GS-13), performing the following duties:
Providing advice and guidance on public health informed prevention methods at the state or local level
Coordinating with state and local stakeholders in providing training, tools, and expertise on prevention programs to serve as a liaison in public health informed prevention efforts
Developing plans, goals, and objectives of public health informed prevention programs and criteria to evaluate the effectiveness of the programs
Developing and implementing prevention models in areas such as public health, behavior health, social work, threat assessment or case management.

Background Investigation: To ensure the accomplishment of its mission, the Department of Homeland Security (DHS) requires each and every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully complete a background investigation as a condition of placement in this Special-Sensitive position which requires a security clearance at the Top-Secret level with special access to Special Compartmented Information (SCI). This review includes financial issues such as delinquency in the payment of child support and/or tax obligations, as well as certain criminal offenses and illegal possession of drugs.
Pursuant to Executive Order 12654 and DHS policy, DHS is committed to maintaining a drug-free workplace and, therefore, conducts random and other drug testing of its employees in order to ensure a safe and healthy work environment. Headquarters personnel in safety or security-sensitive positions are subject to random drug testing and all applicant tentatively selected for employment at DHS Headquarters are subject to drug testing results in a negative test result.
Residency: There is a residency requirement for all applicants not currently employed by DHS. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one-year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
