Duties
This position is located in the Department of Homeland Security, Office of Strategy, Policy and Plans, Counter Terrorism Threat Prevention and Law Enforcement Center for Prevention Programs and Partnerships. The position may be filled in Charleston County, South Carolina, Charlotte, North Carolina, Columbia, South Carolina, Louisville, Kentucky, Memphis, Tennessee, Nashville, Tennessee, and Raleigh, North Carolina. The primary purpose of this position is to provide expert guidance and support on targeted violence and terrorism prevention (TVTP) by working with state and local public health partners within a defined region of the country.
Duties performed:
Work with whole of society partners to implement an approach to targeted violence and terrorism prevention that is informed by other violence prevention models, such as suicide prevention, and social and behavioral science models, and results in long-term, sustained impact to prevent acts of targeted violence, such as mass shootings and acts of domestic terrorism.
Work with state governments as well as public health professionals, mental health professionals, law enforcement, schools, community organizations, and DHS grantees in a region of the United States to increase awareness of their role in prevention and to help them create prevention strategies and programs that get help to individuals and communities before harm occurs.
Regularly engage stakeholders in a region of the United States, from the grassroots to state government level, to share best practices on prevention, move progress forward on programming, and share feedback with DHS leadership.
Serve as a subject matter expert and speaker to senior federal, state, local, and community partners by identifying common goals for prevention, sharing best practices, providing training to build their capacity, and offering tools on how to build strategies. Help the office collect metrics on progress in the local region where the position resides.
Qualifications
Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.
Specialized Experience:
GS-14: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Coordinating with internal and external stakeholders to provide consultation on targeted violence and terrorism prevention programs
Implementing plans, goals, and/or objectives of terrorism and targeted violence prevention programs, and criteria to evaluate the effectiveness of the programs; AND
Developing prevention models including public health informed prevention methods to support communities, organizations and public health practitioners.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).
