Duties
You will Plan, organize, and oversee the safety and occupational health program for NCIS.
You will oversee the following programs: NCIS occupational injury/illness, property and equipment damage, motor vehicle safety, and Emergency Vehicle Operator.
You will work with staff personnel, supervisors, and managers to determine occupation safety and health training needs to reduce or eliminate potential accidents.
You will provide general publications, other educational material, and bulletin board services as appropriate to develop and maintain the interest in safety.
You will maintain required records, monitors reports to determine adverse trends and identifies areas requiring greater safety emphases. Recommends and directs appropriate corrective action.
You will serve as NCIS Fire Safety Officer and is responsible for conducting a vigorous program of fire prevention though continuing education of staff members and requiring physical inspection of the buildings.

Qualifications
FOR GS-11 Your resume must also demonstrate at least one year of specialize experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
The incumbent reviews and evaluates safety, occupational health, and environmental regulations from multiple agencies, including the DoD, DON, DOL, OSHA, and DOS, to ensure their applicability and compliance within NCIS. They develop policies and procedural guidelines to align NCIS's safety and occupational health structure with program goals, identifying opportunities for cost savings and operational benefits. The incumbent oversees key programs such as occupational injury/illness management, property and equipment damage, motor vehicle safety, and Emergency Vehicle Operator programs, ensuring they meet or exceed applicable safety standards. Through regular safety evaluations of offices, laboratories, and other facilities, they assess compliance, identify hazards, recommend corrective actions, and submit recurring reports on program performance.

The incumbent possesses in-depth knowledge of the NCIS organization, chain of command, and policies to effectively support program objectives aligned with the NCIS mission. Demonstrates expertise in safety and occupational health principles, laws, and regulations, enabling them to recommend significant program changes and develops new safety approaches for high-risk environments. Work includes advising federal managers on adapting safety standards to protect workers from hazardous risks such as asbestos, benzene, and noise.
Manages safety programs globally, specifically overseeing hazardous materials like munitions, chemicals, and radiological substances, ensuring compliance with safety policies. The incumbent is skilled in communicating with diverse stakeholders at different levels to promote safety practices and provide policy guidance. Additionally, possesses knowledge of building design, construction methods, and utility systems to assess compliance with safety standards in new construction and modifications.
