This position is located in the Drug Enforcement Administration (DEA), Human Resources Division (HRD), Office of Training (TR), Clandestine Training Lab (TRDC). This position(s) primary purpose is administering the agency's Clandestine Laboratory Safety program. Developing and delivering training for employees. Ensuring that the Unit's training programs address contemporary hazards, include state-of-the-art safety technology and equipment, and comply with applicable guidelines.

As a Safety and Occupational Specialist (Course Developer/Instructor)your typical work assignments may include: Ensures training program(s) are within guidelines prescribed by the Occupational Safety and Health Administration (OSHA), Department of Transportation (DOT), and Environmental Protection Agency (EPA). Developing safety training programs that fulfill the OSHA requirements for personnel assigned to perform hazardous occupational activities. Testing and evaluating various protective equipment such as air purifying respirators, self-contained breathing apparatus, and protective clothing to ensure compliance with applicable safety criteria. Conducting systematic compilation and analysis of data from operational activities across the U.S. and evaluates the accumulated information with a goal of identifying trends in mishaps, hazards, drug manufacturing, processing, and growing. Reviewing effectiveness of existing measures and evaluating alternative safety and occupational health procedures.

Qualifications

In addition to meeting the basic entry qualification requirements, applicants must have specialized experience and/or directly related education. All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. BASIC REQUIREMENT Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology; OR Specialized Experience: Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. SPECIALIZED EXPERIENCE You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrate your ability in: 1) Analyzing and evaluating the investigative and forensic safety practices associated with the seizure of clandestine drug manufacturing, processing, growing operations; ; 2) Applying practical engineering methods and techniques, hazard and fault free analysis to evaluate and resolve occupational safety problems; 3) Applying Occupational Safety and Health Administration's (OSHA) Hazardous Waste Operations and Emergency Response (HAZWOPER) standard, safety and occupational health management principles, practices and procedures. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. One year of specialized experience for this position includes: Competencies: Your qualifications will be evaluated on the basis of your level of competencies in the following areas: Education and TrainingOral CommunicationWriting Time-In-Grade Requirement: Applicants who are current Federal employees must meet time-in-grade requirements by the closing date of this announcement (as defined in 5 CFR 300, Subpart F).
