You will serve as a SUPERVISORY/DEPUTY MAINTENANCE PLANS, POLICY & PROCESSES OFFICER in the FORCE MAINTENANCE MATERIAL & READINESS DEPARTMENT of COMMANDER NAVAL AIR PACIFIC.

Duties

You will research, study, plan, and forward emergent level 1 and level 2 maintenance policy and process recommendations. You will participate in directing the development of aviation maintenance plans and process improvement initiatives through the use of Continuous Process Improvement (CPI) initiatives. You will align and manage key maintenance policies and procedures supporting manning, equipment, and training which are necessary to generate Mission Capable / Full Mission Capable rates. You will develop and promulgate policies in support of Naval Sustainment System - Aviation initiatives through the Fleet-wide engagement of maintenance leadership at all levels. You will coordinate support and integration of intermediate level maintenance with the overarching goal to provide quality and timely materiel support to operational activities in achieving aircraft readiness objectives. You will develop, implement, and maintain an effective Radiological Affairs Support Program (RASP) that complies with Navy and Marine Corps directives and federal regulations. You will direct, coordinate, review, and participate in logistics process analyses to critically examine the impact of logistic shortfalls on Navy operations and war fighting capabilities in support of the Optimized Fleet Response Plan.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position requires work on board ships.
  • This position requires the successful completion of the Radiation Safety Officer course (S-4J-0016) to receive a Radiation Safety Officer designation.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: designing and conducting studies of naval aviation maintenance operations to assess operational inefficiencies and develop process improvement initiatives through the use of Continuous Process Improvement methodologies (e.g., Theory of Constraints, Lean Manufacturing, Six Sigma); employing Naval Aviation Maintenance Program (NAMP) principles to direct naval aviation maintenance (e.g., policies, procedures, responsibilities); and utilizing an aviation maintenance database (e.g., Naval Aviation Logistics Command Management Information System (NALCOMIS), Decision Knowledge Programming for Logistics Analysis and Technical Evaluation (DECKPLATE) and Optimized Organizational Maintenance Activity (OOMA), TABLEAU) to track performance trends.
