You will serve as a PROGRAM ANALYST in the Manpower and Personnel Directorate (N1) of COMMANDER NAVAL AIR PACIFIC.

Duties
You will develop civilian manpower requirements necessary to carry out assigned missions, tasks, and functions.
You will review and evaluate adjustments to civilian end-strengths ensuring that authorized manpower ceiling and funding allocations are not exceeded.
You will conduct civilian billet analysis including the critical examination and interpretation of tasks, functions and responsibilities.
You will provide support and consultative services to supervisors and managers on manpower and position management, workforce analysis and planning and strategic human capital management.
You will review requests for position, staffing and organizational changes and conduct manpower and position management reviews and analyses.
You will independently develop discussion/issue papers for key personnel conferences, billet requests, full time equivalent dollars and end-strength.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing technical advice, analysis, and procedural guidance on manpower management to include the planning, programming and validation of structure and staffing authorizations on manpower requirements for on-going operations to determine billet sourcing solutions within the organization.
