The primary purpose of this position is to serve as the financial management analyst overseeing the USSOCOM J2 HUMINT and Counterintelligence financial portfolio and validated mission initiatives.

Duties
Serves as Operations Fund Manager.
General Fund Management, Budgeting and Reporting.
Serve as Contract Officer Representative (COR).
Performs fiscal oversight on sensitive HUMINT financial activities; reviews program documents for financial policy considerations.
Serves as Financial Trainer.
Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic view point to ensure overall information protection requirements meet mission requirements.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS)
security clearance with access to Sensitive Compartmented Information (SCI)

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force
Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

- The position is a permanent CONUS duty station. Work may require frequent CONUS or OCONUS travel away
from the normal duty station.

- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act
(NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
- Incumbent shall comply with the requirements of this certification program.
- Incumbent is required to undergo a counterintelligence-scope polygraph examination. Incumbent is required to undergo a psychological screening.
- Employee may be required to work other than normal duty hours, which may include evenings, weekends,
and/or holidays.
- A minimum of 10 years in the special operations community or interagency equivalency is highly desired.
Qualifications
This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of Financial Management concepts, principles, theories, practices, requirements, planning, coordinating, evaluation and skill sufficient to manage an integrated financial management oversight and cash accountability program for SOF/IC specific HUMINT activities. The knowledge required also includes knowledge special handling/safety procedures for cash and other financial instruments by commercial or military aircraft. The work requires comprehensive knowledge of financial management automated systems, acquisition, supply, contracting, and DFAS processes finance sufficient to manage the full range of financial activities for the Intel related mission set. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute budget assignments in support of the mission, structure, goals, and work processes for substantive programs of assigned activities/organizations
2. Knowledge of the financial analytical principles, practices, methods to evaluate program plans and funding which involves substantial resources and requires changes in established concepts and procedures
3. Knowledge of the DoD Planning, Programming and Budgeting system (PPBS) to effectively plan resource requirements
4. Knowledge of US Treasury, DoD, and USSOCOM cash accountability processes and procedures.
5. Knowledge of DoD contracting procedures, statements of work, and requirements. Skill in handling classified data in accordance with established DoD procedures.
6. Ability to develop training plans and present formal and informal training. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
