This position is located in the Office of Small and Disadvantaged Business (OSDBU). The OSDBU is responsible by law and regulation for activities that range from policy implementation to vendor outreach.
Duties
Provides expert guidance to senior officials, Small Business (SB) professionals, Contracting Officers, program managers, regarding SB targets and matters relative to SB Program development and expansion of SB participation in acquisition programs.
Oversees the Department’s SB professionals; provides substantive input for contracting personnel on SB performance; and makes recommendations to ensure compatibility of policies & procedures to facilitate immediate and long-range SB goals.
Monitors all small business and socio-economic program acquisition activity for regulatory and statutory compliance and resolves noncompliance issues.
Plans, evaluates, reviews, and prioritizes SB program/project financial resources, and formulates, justifies, and reviews SB programs/projects.
Leads/participates in interagency working groups under the OSDBU and SBPAC councils to contribute to the development of governmentwide policies, procedures, and
rules relating to the implementation and execution of small business legislative issues.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Secret security clearance.
Qualifications
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience serving as an advisor and/or consultant on programs and matters relating to small business programs.
Experience developing policies, establishing procedures and providing direction and guidance for a small business program.
Experience formulating policies and procedures for locating small disadvantaged, women owned, 8(a) firms, HUB Zone and service-disabled veteran owned small businesses.
Experience analyzing and evaluating acquisition policies and procedures to provide small businesses with opportunities to fully participate in procurement programs.
Experience providing advice to small business sources concerning contracting and subcontracting opportunities.
Experience gathering information, analyzing data and preparing draft reports for responses to mandatory reporting requirements.
There is no substitute of education for specialized experience for the GS-15 position.
